The purpose of this study is to assess and model the relationship between intellectual emigration and innovative development of the country. The relevance of the research subject is confirmed by sociological data, according to which there are currently more than 5 million Ukrainians in Europe. Moreover, since the beginning of the full-scale war in Ukraine, mainly highly qualified and highly educated Ukrainians emigrated. The scientific novelty consists in modeling the relationship between the scale of intellectual emigration and individual components of the innovative development of the country. In the research process, the following scientific methods have been used: analysis and synthesis (when analyzing the latest research and scientific publications in the field of intellectual emigration), structural and dynamic analysis (to characterize the tendency of intellectual emigration from Ukraine), correlation analysis and economic-mathematical modeling (to evaluate relationships between intellectual emigration and innovative development of the country). To assess the level of intellectual emigration from Ukraine, the E3: Human Flight and Brain Drain Indicator in the Fragile States Index (hereinafter — the E3 indicator), which is used in the calculations of the State Fragility Index, is utilized. The analysis of the dynamics of the values of the E3 indicator for Ukraine demonstrates its steady growth over the past five years. Therefore, the values of the intellectual emigration indicator make it possible to position Ukraine as a donor country, i.e. one being a donor of intellectual migrants for other countries. The obtained values of Pearson's pairwise correlation coefficients demonstrate a close inverse relationship between intellectual emigration and innovative development of the country. The negative impact of the departure of highly qualified and highly educated persons abroad for employment on the innovative capacity of the country of origin has been proven. In order to detail the relationship between intellectual emigration and the innovative development of the country, an economic-mathematical model has been developed, which proves that as the values of the sub-indices «Human capital and research» and «Business sophistication» in the Global Innovation Index decrease, the value of the E3 indicator increases.

The study aims to investigate the role of leadership in creativity development, including opportunities arising from the attractiveness of countries for intellectual migrants. Using the authors' approach for assessing leadership development in the European Union, it is found that the leading positions belong to Finland with an integral index value of 0.85, Denmark (0.83), and the Netherlands (0.76). To test hypotheses about the significant influence of leadership on the attractiveness of countries for intellectual migrants and creativity development, correlation analysis was used. Creativity development was analysed based on the most frequently used indicators of creative economics dynamics. Besides, it was considered that the most obvious result of creative thinking is the innovation development of the countries. The resulting pairwise correlation coefficients for the European Union show a strong relationship between the level of leadership and a country's ability to attract (0.73) and retain talent (0.80). A positive impact of leadership on creativity development is confirmed by the links with the overall value of the Global Innovation Index (0.79), the growth of innovative companies (0.81), creative outputs (0.58), and cultural employment (0.68). The obtained results prove the need for the development of leadership competencies as an important driver of creativity, talent attraction and generation of innovative solutions.

У роботі досліджено працю державних службовців та можливі шляхи вирішення проблем, пов'язаних з організацією, оплатою та ефективністю праці; охарактеризовані методи оцінки ефективності діяльності державних службовців; проаналізовано систему мотивації праці державних службовців; оцінено стан оплати праці державних службовців; розроблено пропозиції щодо вирішення проблем оплати праці державних службовців у сучасних умовах. ; It is determined that the problem of work of civil servants in Ukraine is one of the leading tasks of government policy. The work explores the work of civil servants and possible ways to solve problems related to the organization, remuneration and efficiency of work; characterized methods of evaluating the effectiveness of civil servants; the system of work motivation of civil servants is analyzed; the state of remuneration of civil servants was assessed; proposals for solving the problems of remuneration of civil servants in modern conditions have been developed.

Nowadays, the priority for the world economy is to secure the maximum level of security for further development of "healthy" economic relations, which include a wide range of relations in the field of taxation, legalization of funds obtained illegally, and the interaction of international institutions in counteracting organized crime and corruption. Therefore, the purpose of the article is to identify the factors that have the greatest impact on the economic security of both the country and the world.The study proved that the following factors contribute to the deterioration of the state, its shadowing and the spread of organized crime: distinct priorities of the subjects of legislative initiative, the slowness of the state apparatus, the slow perception of advanced trends and technologies, a different attitude of the subjects of the international community to the aspects ensuring the economic security of the world economy. The article outlines the authors' proposals to improve the mechanism of ensuring economic security at the level of the individual country and the world.

Among them are ecology, the fight against crime, the financial and taxation spheres, innovative development, and the element itself as a component of the considered social relations, and processes, among others. The article outlines the key areas of public relations and other factors that influence the situation's state concerning the issue addressed.

A partir del estudio de los actos legislativos de los países de la Unión Europea, de los Estados Unidos y de la literatura científica pertinente, se analiza la situación actual en el ámbito de la seguridad económica, examinando los elementos que la componen y los factores que influyen en la seguridad de la economía. Entre ellos se encuentran la ecología, la lucha contra la delincuencia, las esferas financieras y fiscales, el desarrollo innovador, la unidad en sí y como componente de las relaciones sociales consideradas y los procesos, entre otros. El artículo esboza las áreas clave de las relaciones públicas y otros factores que influyen en el estado de la situación en el tema.
