Government policy on technical training in Hong Kong has recently moved from a "hands-off" attitude to increased intervention as the promotion of high-technology, skill-intensive industries has come to be regarded as a strategic factor for facilitating technological transfer, innovations etc. After examining policy changes in response to that challenge, the author discusses the approach which the private sector has taken to manpower development.
