2 approaches to educ in underdeveloped countries are outlined: (1) to assume that the gaps in skilled manpower in the existing production structure will continue in a predictable way so that the educ'al system can be planned & geared to expanding the supply of 'the missing components' of specific categories & in specific numbers; & (2) to emphasize the dynamic role of educ in introducing new ideas by breaking down existing soc rigidities which facilitate soc discipline. The stress is on a general educ at a higher level as contrasted with specialized technical educ required by the 1st approach. Most writers urging educ'al expansion in the underdeveloped countries fail to distinguish these 2 conflicting approaches. Meanwhile, educ'al expansion in the underdeveloped countries is creating large supplies of 'missing component' types of specialist graduates, while their gov's are busy tearing down & transforming the existing soc & production structure into which they are designed to fit. Once the existing gaps are filled, this is likely to lead to an explosive situation of increasing graduate unemployment. Modified AA.
