Gokwe ist das Beispiel einer erfolgreichen, dynamischen Gemeinde mit zwar günstigen, erst teilweise erschlossenen Möglichkeiten, doch wird gezeigt, daß der Erfolg nicht nur dadurch bedingt ist. Vielmehr sind generell die Bedingungen für Local Government (LG) und öffentliche Finanzverwaltung, resp. der Grad finanzieller Autonomie von LGs wichtig. Gokwe ist auch im Ländervergleich eine positive Ausnahme, wobei es die finanzielle Zuständigkeitsregelung zwischen Regierung und LG, die institutionellen Vorkehrungen für eine breite Partizipation und das Potential für Einnahmesteigerungen hervorzuheben gilt. Verbesserungsbedürftige Bereiche werden ebenfalls genannt. (APAF-Glz)
Die gesetzgeberischen Anstrengungen der 80er Jahre, das aus der Kolonialzeit übernommene Local-Government-System zu reformieren, werden auf ihre praktischen Auswirkungen hin überprüft, eingeengt auf Fragen der Dezentralisierung und der Entwicklungsplanung. Die Folgen des Rural District Councils Act von 1988, der Korrekturen bringen sollte, lassen sich zwar noch nicht abschließend bewerten, jedoch wird die Entwicklung insgesamt hin zu einem dualen System herausgearbeitet, gekennzeichnet durch Kompetenzübertragungen und Abbau von Machtkonzentration bei der Zentralregierung. Am Beispiel von Organisations-, Finanz- und Planungsfragen werden die jeweils positiven und negativen Aspekte aufgezeigt. Die Erfahrungen in Tanzania, Zambia und Kenya mit dem dualen System werden gestreift. (APAF-Glz)
This paper is concerned with the critical examination of the organization of planning in Zimbabwe by analysing recently-proposed changes in local government and planning at the provincial or regional level. Some general conceptual issues on centre-local relations are discussed, followed by a brief description of the history of local government in Zimbabwe. The proposed regional/provincial institutions are examined, and a preliminary appraisal is attempted. (DSE)
