The U.S. Census Bureau conducted an integrated communications campaign to encourage the public to respond to the 2010 Census. Since the 2010 Census aimed to count everyone, the communications campaign had to reach a multicultural population with many race/Hispanic ethnicity groups, as well as target hard-to-count subpopulations. The communications campaign included paid advertising and promotions as well as partnerships with more than 256,000 local, regional, and national organizations to promote the 2010 Census. Our multivariate statistical analyses of survey data informed the word-of-mouth campaigns through the partnerships about barriers and motivators in the hard-to-count subpopulations. These analyses identify key characteristics correlated with the heterogeneity in attitudes within the race/Hispanic ethnicity groups. The article focuses on messages and media vehicles that are the most effective among populations that are typically targeted under partnerships. We designed specific approaches to use with the different hard-to-count groups. The results about trusted voices may be useful in other social marketing programs.

Abstract
As the 2020 US Census approaches, the preparations include tests of new methodologies for enumeration that have the potential to reduce cost and improve quality. The 2015 Census Test in Savannah, GA, included tests of Internet and mail response modes and of online delivery of social marketing communications focused on persuading the public to respond by Internet and mail. Merging data from the 2015 Census Test with external third-party lifestyle segments and the Census Bureau's new Low Response Score (LRS) produces a dataset suitable for studying relationships between census response, LRSs, and lifestyle segments. This paper uses the merged dataset to examine whether lifestyle segments can provide insight to hard-to-survey populations, their response behavior, and interactions with social marketing communications. The article also includes analyses with nationwide data that support the broader application of using segmentation variables in self-response propensity models and a discussion of potential applications of segment lifestyle information in tailored and targeted survey designs for hard-to-survey populations.

We argue for renewed efforts to improve the external survey environment for official statistics. We introduce the concept of social marketing as one novel way of achieving this. We also propose measuring the survey-taking climate and the related changes on the societal level using a 'survey climate barometer'. Finally, by presenting current and potential initiatives planned by Statistics Canada, we illustrate activities that national statistical institutes could implement with the goal of positively influencing their external survey environment.

Correctly recalling where someone lived as of a particular date is critical to the accuracy of the once-a-decade U.S. decennial
census. The data collection period for the 2010 Census occurred over the course of a few months: February to August, with some
evaluation operations occurring up to 7 months after that. The assumption was that respondents could accurately remember moves
and move dates on and around April 1st up to 11 months afterwards. We show how statistical analyses can be used to investigate
the validity of this assumption by comparing self-reports and proxy-reports of the month of a move in a U.S. Census Bureau survey
with an administrative records database from the U.S. Postal Service containing requests to forward mail filed in March and April of
2010. In our dataset, we observed that the length of time since the move affects memory error in reports of a move and the month of
a move. Also affecting memory error of moves is whether the respondent is reporting for themselves or another person in the
household . This case study is relevant to surveys as well as censuses because move dates and places of residence often serve as
anchors to aid memory of other events in questionnaires.
