Each alternative scheme for treating a vehicle at its end of life has its own consequences from a social, environmental, economic and technical point of view. Furthermore, the criteria used to determine these consequences are often contradictory and not equally important. In the presence of multiple conflicting criteria, an optimal alternative scheme never exists. A multiple-criteria decision aid (MCDA) method to aid the Decision Maker (DM) in selecting the best compromise scheme for the management of End-of-Life Vehicles (ELVs) is presented in this paper. The constitution of a set of alternatives schemes, the selection of a list of relevant criteria to evaluate these alternative schemes and the choice of an appropriate management system are also analyzed in this framework. The proposed procedure relies on the PROMETHEE method which belongs to the well-known family of multiple criteria outranking methods. Waste from electrical and electronic equipment (WEEE) constitutes one of the most complicated solid waste streams in terms of its composition, and, as a result, it is difficult to be effectively managed. In view of the environmental problems derived from WEEE management, many countries have established national legislation to improve the reuse, recycling and other forms of recovery of this waste stream so as to apply suitable management schemes. In this work, alternative systems are examined for the WEEE management in Cyprus. These systems are evaluated by developing and applying the Multi-Criteria Decision Making (MCDM) method PROMETHEE. In particular, through this MCDM method, 12 alternative management systems were compared and ranked according to their performance and efficiency. The obtained results show that the management schemes/systems based on partial disassembly are the most suitable for implementation in Cyprus. More specifically, the optimum scenario/system that can be implemented in Cyprus is that of partial disassembly and forwarding of recyclable materials to the native existing market and disposal of the residues at landfill sites. This work focuses on the development and application of appropriate software tools for recording, assessing and reporting data related to the operation of the Urban Wastewater Treatment Plants (UWTPs) in Cyprus. An appropriate Internet-Based Management System was designed, developed and installed at the premises of the UWTPs and of the Cypriot Competent Authority (Water Development Department - WDD) in order to coordinate and disseminate tasks and related information for monitoring the operation of UWTPs. In addition, a client Geographical Information System database was compiled to be used for obtaining and analyzing spatial information. The software tools are based on common procedures and state-of-the-art technology for the recording and transmission of data and information and they provide an integrated view related to the operation and the efficiency of wastewater treatment systems. Moreover, continuous control and systematic monitoring of the UWTPs by the operators as well as continuous and direct supervision of the UWTPs environmental performance is achieved by the personnel of the Competent Authority. Furthermore, direct and unobstructed provision of data to the Competent Authority of Cyprus is accomplished by the operators of the UWTPs, while the Competent Authority is supported to compose full and representative reports to the European Commission and other International Organizations. The developed tools enable the direct recording of data obtained through measurements and analyses, permit the comparison of data with existing legislation and provide an integrated picture of the operation of the wastewater treatment plants as well as the option to focus and assess each individual treatment stage. © Springer Science + Business Media B.V. 2006.

Waste from Electric and Electronic Equipment (WEEE) constitute one of the most complicated solid waste streams, in terms of its composition, and, as a result, it is difficult to be effectively managed. In addition, there is a lack of an organized mechanism for the official recording of its quantities in the European Union. Thus, the available quantitative data derive from certain evaluation projects and estimation models. This paper analyses the current waste management practices in Cyprus as a case study and presents the estimated quantities of WEEE. All this data is considered valuable and can be used as a basis for making the most suitable recommendations, in order to deal with the problem effectively and promote sustainable waste management solutions, such as its reuse and recycling.

This paper refers to the management of the construction and demolition (C&D) waste since, according to the EU Waste Strategy, C&D waste is considered to be one of the priority waste streams and appropriate actions need to be taken with respect to its effective management. Initially, the paper presents the state-of-the-art of the problem of C&D waste, including the amount and composition of C&D waste in EU countries, differences in the characteristics of this waste stream depending on its origin, as well as collection and management practices that are applied. A methodology is described for the estimation of the quantities of the waste stream under examination, since in most cases quantitative primary data is not available. Next, the fundamentals for the development of an integrated scheme for the management of C&D waste are presented and discussed, such as appropriate demolition procedures and location of waste management (off-site waste management, on-site waste management, direct on-site recovery, centralized on-site recovery). Finally, taking into consideration all relevant parameters, alternative systems that could be applied for the management of the C&D waste are suggested. © ISWA 2008.

Cyprus is one of the candidate-countries to become a full member of the European Union. In order to-access formally to the EU, Cyprus has to. follow an implementation process and take into account all the obligations that the fifteen Member States have to respect. A large number of obligations derive from the European Integrated Pollution Prevention and Control (IPPC) Directive 96/61/EC, which intends to result in the protection of the environment as a: whole and the public health as well. This will be. the outcome of determining ways of pollution prevention and control for several industrial sectors, which are covered by the IPPC Directive and then taking action so that all operators act according to the Directive's demands. In this framework, the National Technical University of Athens, after thorough examination of a large number of documents relevant to the Best Available Techniques (BATs), developed guidelines for the application of BATs for 14 categories of the industry of Cyprus. As a part of the overall EU waste management strategy, several specific waste streams have been defined to receive priority attention, the aim being to reduce the overall environmental impact of each waste stream. Construction and Demolition waste is considered as one of these 'priority' waste streams. Due to the lack of data as well as the differences in definitions between member countries, it is difficult to collect and assess data on the generation of C&D waste at EU level. The requirements for reporting these quantities derive also from the Waste Statistic Regulation of 2002. For these reasons the authors have developed a model for the estimation of the quantities of C&D waste generated, using easily accessible data.
