Por lo tanto, refleja las ideas y preocupaciones que durante varios años esta área de El Colegio ha venido desarrollando. El libro reúne en un solo volumen artículos previamente publicados en forma dispersa en diversos libros o revistas. Los capítulos se refieren a aspectos teóricos de las disciplinas de la administración pública y las políticas públicas, así como al desarrollo de la administración pública en México. Se tratan también temas relacionados con la descentralización y el servicio civil de carrera. Finalmente, la última sección estudia los problemas y las políticas públicas "transnacionales".

This work offers a comparative review of presidential offices in Mexico & the US during the last decades, with a special focus on the Vicente Fox administration. The author puts forward two main arguments: first, the nature of the presidential staff is highly dependent on contingent factors, structural & particular; second, the task of governing demands taking into account the advice that "the president needs help" (Lowi). Based on these notions, size & power differences between presidential staffs of both countries up to the end of the 1990s are demonstrated, & these differences are explained on account of the nature of each political system. Finally, the author examines Vicente Fox's presidential staff & from this analysis stems an explanation based on specific contingent aspects. References. Adapted from the source document.

Many developed countries have implemented State reforms that have certainly benefited societies, but can also lead governments to incompetence. This article asserts that those reforms have focused on curbing State power but have not worried about strengthening mechanisms aimed at merging & applying State power to yield the public goods that societies demand. The author suggests that a "State engineering" should be developed to build State structures based on a "working democracy" that would balance public power's division by merging or assembling it, thus favoring the emergence of an enduring democracy & a sustainable development. SUMMARYWe examine the effect of five regional integration schemes on the volume of intra‐member trade by means of a gravity model of trade. Parameters for the model are estimated from observations on bilateral trade flows among 46 developed and developing countries from 1954 to 1977. We find that two developed country schemes, the EEC and EFTA and one developing country schema, the Central American Common Market increased intra‐member trade by a factor of four. The Andean Pact and the Latin American Free Trade Area had no effect on intra‐member trade. The ability of integration schemes to increase intra‐member trade is shown to vary directly with the per capita incomes of the integrating countries and inversely with the distance between them.
