Although the ECSC and the EEC were originally endowed with a narrow social di­mension, in the 1950s references to both Communities as promoters of social jus­tice were rather common in the European Parliament, especially in the speeches of Christian Democratic and Socialist members. In the following years, the progres­sive implementation of the social legislation of the two treaties, the first discus­sions on the launch of a regional policy, and the signing of the first association agreements with third countries, contributed to further spreading the idea of a pecu­liar European sensitivity to solidarity, fairness and inclusion. Widely shared in the European Parliament from the late 1960s, the perception of the Community as a natural bearer of social justice soon began to also permeate the statements of the other institutions, and was then formalized by the Declaration on European Identity approved by the Copenhagen summit of December 1973. From that moment on, the idea of social justice as a guiding principle of the entire European project was echoed in all solemn occasions, to be finally inserted in the founding treaties in 1986 by the Single European Act.

Since their foundation, the European Communities were characterised by a specific recipe for the labour market, centred on the promotion of labour mobility and a marked focus on vocational training and social dialogue. Drawing on an extensive range of primary sources, this article retraces the roots of that recipe in the reformist thinking of the interwar years, with a special point of reference in the International Labour Office. Identified within that body since the 1920s, the recipe evolved through the experiences of the great crisis and post-war demobilisation. It was then adapted to the needs of European economic integration.

Cet article reconstruit les modalités de consultation d'experts externes en matière de politique sociale durant les premières années de la Communauté économique européenne. Dès le début, la CEE poursuit deux buts : recherche préventive d'un consensus entre les acteurs afin de faciliter l'approbation des propositions législatives, et légitimation politique des institutions communautaires, afin de consolider leurs positions. Les experts consultés par la Commission durant les années 1960 sont choisis pour assurer une représentation équilibrée des intérêts en jeu et pour le soutien qu'ils apportent à une dimension sociale européenne autonome par rapport à celle des États membres. À partir des années 1970 la recherche d'expertise en matière sociale évolue. D'une part, la Commission tente d'impliquer la communauté scientifique tout entière. De l'autre, la CEE commence à construire sa propre expertise avec deux agences dédiées à la formation professionnelle et à l'amélioration des conditions de vie et de travail. Ceci annonce la progressive affirmation de l'institution bruxelloise comme point de référence de la recherche socio-économique au cours des décennies suivantes.

Entre les deux guerres, le BIT poursuivit l'objectif d'intégration économique du Vieux Continent, dans le but de favoriser la croissance, grâce à un processus de rationalisation, et ainsi de produire les ressources nécessaires pour la diffusion de réformes sociales. Quand, après la Seconde Guerre mondiale, l'intégration économique fut effectivement amorcée, le BIT contribua à faire prévaloir cette conception, qui imprégna fortement les traités des communautés européennes. Ces derniers reflètent donc une forte confiance dans l'effet positif des dynamiques du marché et comportent une dimension sociale très réduite, limitée à des mesures visant à stimuler la mobilité de la main-d'œuvre et à rendre plus performant le marché du travail européen. En synergie avec les politiques interventionnistes nationales, cette approche joua effectivement le rôle envisagé dans l'entre-deux-guerres : elle contribua à alimenter la croissance des Trente Glorieuses et à permettre la construction des États-providence européens. À partir des années 1980, dans un contexte caractérisé par des politiques macroéconomiques de plus en plus centrées sur la rigueur financière et la discipline budgétaire, elle a commencé pourtant à montrer toutes ses limites et son incapacité à garantir des niveaux satisfaisants d'emploi.
