Miss Isabel Little was a Scottish infant teacher who immigrated to New Zealand in 1912. She was described as a "Froebel trained Scot from Edinburgh" and known around Wellington education circles for her "modern methods". In contrast to known Froebelian pioneers, Miss Little's historical footprint is light but the few glimpses yield insights useful to consider in current times. Miss Little is described in this article as a forgotten Froebelian foot soldier who, like others were the mainstay of a kindergarten movement that transformed the early education of children. Individual and collective advocacy, as demonstrated by Miss Little a century ago, are evident in current times. The political and pedagogical context of early years education has changed in Aotearoa New Zealand (NZ) but there are still battles to be won. Coinciding with the consequences of COVID-19 in 2020 was the government's intended roll-out of He Taonga te Tamaiti – Early learning action plan 2019-2029, creating calls for a strategic rethink: to hasten rather than slow down its implementation. Connecting these stories, past and present, was accidental as they collided into the space of the author's life during a stern lockdown that mainly halted the virus at the border. More broadly they epitomize the stretch and potency of Froebelian principles across centuries and places.

This article provides an overview of the progress towards implementing the government's Early Childhood Strategic Plan 2002-2012 in the context of the election politics of 2005. This highlighted social and economic divides in which the so-called "nanny state" offered some differing solutions for the care and education of its youngest children.

There has been an early childhood convention every four years since 1975. In a keynote address to the Eighth Early Childhood Convention held at Palmerston North in September 2003, the author presented an overview analysis of these conventions in the pedagogical and political landscape of early childhood in Aotearoa-New Zealand. The resulting convention papers can be seen as signposts, outlining the pedagogical and political issues of the time. The convention forums have been a useful platform for: celebrating New Zealand early childhood education challenging entrenched opinion critiquing existing policy and practice signalling strategic directions forecasting new frontiers. This paper is an abbreviated and updated version of the keynote address. It summarises the debate and discourse on early childhood matters in Aotearoa-New Zealand from 1975 until 2003 through the medium of the conventions themselves.

ABSTRACT. This paper provides an historical perspective of early childhood policy in Aotearoa-New Zealand and oudines some rationales for key policy shifts during the past 50 years. A summary of early childhood participation trends is provided as well an insight into the political, cultural and pedagogical context of the 1990s development of a national early childhood curriculum. SOINS ÉDUCATIFS À LA PETITE ENFANCE EN AOTEAROA-NOUVELLE-ZÉLANDE : APERÇU HISTORIQUE, POLITIQUE ET PÉDAGOGIQUE RÉSUMÉ. Cet article présente un aperçu historique des politiques en matière de soins éducatifs à la petite enfance en Aotearoa-Nouvelle-Zélande ainsi qu'un aperçu des facteurs à l'origine des grandes réorientations opérées au cours des cinquante dernières années. L'évolution des taux de participation aux programmes d'éducation des jeunes enfants est brièvement analysée. Le contexte politique, culturel et pédagogique dans lequel le programme national d'éducation préscolaire a été élaboré dans les années 1990 est examiné.

The "Century of the Child" was so named in 1900 by the Swedish writer Ellen Key. In its concluding year, this chapter sketches some maps of childhood in "Aotearoa New Zealand" in terms of: changes in how our society has viewed "children before five"; the emergence of institutions outside of the family to care and educate the "before fives"; different constructions of "before five" childhood and child institutions for Maori and Pakeha; the present context of early childhood services sited amidst new economic and political discourses that are transforming the role of the state.

People make subjective judgments about hazards relying on what they know and feel. These risk perceptions may be based on accurate or inaccurate information and are often optimistically biased. The existence of uncertainties in the evaluation of many environmental hazards effects how risks are perceived. This paper examines fish consumption and risk perception of urban fishermen in the New York/New Jersey estuary, in areas where there were consumption advisories. We interviewed 318 fishermen and crabbers in the Arthur Kill, Raritan Bay, and New Jersey shore. Fish were eaten an average of at least four times per month in all regions, but fishermen in the Arthur Kill fished most frequently, averaging over eight times per month. Although 60% of fishermen and crabbers in the Arthur Kill reported hearing warnings about consuming fish caught in these waters, 70% of fishermen and 76% of crabbers said they ate their catch. Significantly fewer fishermen in the Bay and Shore regions had heard warnings (28% and 30%, respectively), and more reported consuming their catch (88% and 82%, respectively). In all regions, most people thought that the fish were safe to eat, many believing they were "fresher" than store bought fish. Thus, most people ignored the consumption advisories in effect for these waters. Some of these people are consuming high quantities of fish and crabs, and thus are exposed to potentially deleterious levels of contaminants. In general, people failed to consider the possibility of chronic effects and did not perceive that this enjoyable, familiar pastime could be hazardous. Further, fishermen generally had great confidence in their own knowledge, which proved to be inaccurate in many cases, and often expressed distrust in the information source (government). Clearly, simply issuing consumption advisories is insufficient to promote risk‐reducing behavior.
