The research on "Analysis of Comparative and Competitive Advantages of Solok Rice (Case Study in Solok City)" is aimed to analyze the competitiveness of Solok rice based on comparative and competitive advantages and looking at the impact of rice policy in Solok City. The method used in this research is the case study method. The analytical tool used is the Policy Analysis Matrix (PAM). The results showed that rice farming in Solok City had comparative and competitive advantages, because a private profit of Rp. 6,454,307.44 and social benefits of Rp. 2,698,042,60. The results of the analysis obtained the value of PCR 1. The implementation of the protection policy applied by the government still provides incentives to farmers producing rice Solok because the value of NT> 0 and PC> 1. Farmer income will increase 31% if there is no market distortion carried out by the government because the SRP value obtained is 0.31.
Abstract. Decentralization policy conducted by the government through regionalautonomy is an effort to restructure the nation life better. But in fact there are still manyareas that have not been able to utilize of the policy as well as possible. KuantanSingingi Regency is one of regency in Riau Province that experienced a decline inincome, followed by the reduction of prices of some commodities in the featured sector.By seeing this case, need for a strategy in facing that condition. The purpose of thisstudy is to formulate a strategy for regional development in order to improve publicwelfare of Kuantan Singingi Regency. The study approach are identify the leadingsectors, identify the typology of leading sector, identify competitive ability of leadingsectors and formulate a regional development strategy based on leading sector inKuantan Singingi Regency. The analysis method used location questions, dynamiclocation questions, shift share and typology sectors, and SWOT Analysis to formulatethe strategy.The results of the research is identified that there are 9 leading sectors ofthe 17 sectors, namely (1)Agriculture Sector, Forestry and Fisheries, (2) ManufacturingIndustry, (3)Water Supplying Sector, Waste Management, Waste and Recycling, (4)Construction Sector, (5) Real Estate Sector, (6) Administration Sector, Defense andSocial Security Mandatory, (7) Education Service Sector, (8) Health Service and SocialWork Sectors, (9) Other Services Sector. Based on the typology of the 9 sectors, 8sectors are prospective sectors and 1 sector is not prospective (construction sector).Furthermore, competitiveness ability of the leading sectors are classified in the goodcompetitiveness, because of the value growth of the nations' territory (PPW) > 0. Thenthe result of the formulation of the strategy based on components of the core region theresulting strategy is to optimize local resources exist to improve the quality of labors,transport and communication components, products of the leading sector, and utilizegovernment's abilities, technologies and the existing markets.
Strategy and media are important components in the learning process. In the era of the covid-19 pandemic, various strategies and learning media that have been used by teachers, do not seem to be able to play more roles through online learning. This is due to the design of learning strategies and media that have been intended face-to-face (offline, offline). This paper aims to analyze the appropriate strategies and media used in learning Islamic religious education (PAI) in the covid-19 era. This research uses a qualitative approach with a literature study method. Analyze and test the validity of the data using reference materials, including scientific articles, books, proceedings and final assignments (thesis, thesis, dissertation). The results of this study indicate that (1) the appropriate strategy used is distance learning strategy (PJJ). This is based on the stipulation of social distancing policies by the government towards the Indonesian people, including in the field of education; and (2) the right media to use is an online application in the form of WhatsApp Group, Google Classroom, E-Learning, Youtube, Google Meeting and Zoom.
