The institutional engagement and analysis needed to effectively integrate the requirements of equality legislation into participatory budgeting (PB) processes requires a transformational approach. Equality processes appear to exist in parallel with PB activity, rather than being operationalized as integral to the objectives and character of PB activity at local level. This paper proposes that PB and the Public Sector Equality Duty (PSED) in the Equality Act 2010 share a transformative intent and potential, but that this is undermined by siloed thinking on equalities and enduring discriminatory behaviour and practices. The paper concludes with propositions for aligning the conceptual links between equality and community empowerment and, thereby, participation in local financial decision-making in practice. Participatory budgeting (PB) has significant potential to transform the relationships between local communities and the public institutions that serve them. For public finance practitioners this means adopting different ways of working that expand and adapt to direction from communities through participative and deliberative decision-making processes. Ensuring that the diverse needs and experiences of local communities are understood and a range of voices is heard in local decision-making is essential in this process. Actively engaging with communities to advance equality and eliminate inequalities is integral to participatory decision-making and the allocation of public resources.

This paper assesses the risk implications of Brexit for UK-based, manufacturers, drawing on data generated from semi-structured interviews with senior managers and directors in the advanced manufacturing sector of the West Midlands region of the UK in 2021. The UK's departure from the EU has led to increased socio-economic risk for manufacturing businesses, requiring careful management by the latter. This paper draws on elements of the Kasperson et al. [1988. The social amplification of risk: A conceptual framework. Risk Analysis, 8(2), 177–187] Social Amplification of Risk Framework (SARF) to explore the communication of risk and uncertainty to businesses, during and post-Brexit discussions. This paper then examines the extent to which risk arises from changes to supply chains and production regimes and in turn examines consequences for the management of risk.

This chapter draws on elements of Kasperson et al.'s (1988) Social Amplification of Risk Framework (SARF) to explore the communication of risk and uncertainty to institutions, during and post Brexit discussions. This chapter then examines the extent to which risk arises from changes to supply chains and production regimes and consequently the management of risk.

There is growing recognition that UK austerity measures impact adversely and more acutely on the most disadvantaged individuals, communities and groups. These changes may be understood as representing a shift of responsibility away from collectives to individuals. This paper explores these issues through the lens of risk analysis. Drawing on case study research from one neighbourhood in one Scottish local authority, it considers how the distinctive polity in Scotland, in the context of austerity, is redistributing social risk to vulnerable communities, groups and individuals. The local community is adapting, with varying degrees of success, to the risk transfers they are experiencing. Formal and informal risk mitigation measures are ameliorating, but not countering, these risks. The penultimate section of the paper is a collaborative endeavour. Drawing from a seminar discussion with key informants from academia, the Third Sector and government in Scotland, some of the implications of this 'risk shift' are discussed; particularly in relation to extending personalisation, stresses on social capital, changing understanding of securities, demographic developments, widening social divisions and alternatives to austerity economics.
