WHEN SANCTIONS WORKED

ARTICLE ARGUES THAT WHILE ECONOMIC SANCTIONS - TRADE BOYCOTTS, EMBARGOES - ARE LEGITIMATE ALTERNATIVES TO MILITARY ACTION, THEY RARELY WORK. IT IS SUGGESTED THAT THEIR USE, MOST PARTICULARLY IN THE CASES OF IRAN AND THE USSR, REFLECT A PAUCITY OF OTHER OPTIONS AND ARE DESIGNED PRIMARILY FOR DOMESTIC CONSUMPTION IN AN ELECTION YEAR. THE CASE OF UGANDA, PERHAPS A SUCCESS, IS EXPLORED IN SOME DETAIL.
