Résumé.Les soins à domicile prodigués par des auxiliaires extérieurs à la famille ont été présentés comme un moyen d'alléger la surcharge imposée par le sida aux familles de Tanzanie. Ils visent aussi à soulager les établissements de santé qui croulent sous les demandes dues à la pandémie et dont les moyens sont extrêmement limités. Ces auxiliaires ont une activité qui se situe entre travail non rémunéré et professionnel aux fins de la continuité des soins – continuité qui souffre de la défaillance du système de prise en charge des patients, de la surcharge de travail des professionnels de santé et d'un grave manque d'effectifs.

Abstract.Home‐based care (particularly by non‐household caregivers) has been presented as a way to lighten the HIV/AIDS care burden on families in the United Republic of Tanzania. It is also meant to reduce the pressure on the country's formal health facilities, which are collapsing under the care demands imposed by the pandemic as well as severe resource constraints. The work of home‐based caregivers falls between unpaid and professional work on the "care continuum"– a continuum which in Tanzania suffers from gaps caused by weak referral systems, an overburdened professional health cadre, and serious staff shortages.

Resumen.La atención sanitaria a domicilio (sobre todo la prestada por personas ajenas al hogar) es un alivio al fardo que impone a las familias de la República Unida de Tanzanía el cuidado de sus miembros afectados por el VIH/SIDA. También sirve para aligerar los problemas que sufre el sistema sanitario público, muy debilitado por la demanda de asistencia que genera la pandemia y por la falta acuciante de recursos. La labor de los cuidadores domiciliarios se sitúa entre el trabajo no retribuido y el trabajo pagado, en una cadena plagada de lagunas debido al mal funcionamiento, al exceso de trabajo de los profesionales y a una escasez grave de personal.

Sustainable Development refers to a development process which enhances people's capacity to create and consume wealth on a lasting basis. It requires, among other things, a socioeconomic political and cultural environment which enables people to engage and sustain the development process. The political system should provide stability for people to engage in production. Intra‐ethnic conflicts, tribal wars and social tensions, as well as denial of basic human rights, constrain efforts to promote sustainable development. The social relationships between individuals and communities can either promote or constrain sustainable development. Social security is thus one of the necessary prerequisites for promoting such development.

Die Frauen, zuständig für die "soziale Reproduktion", sind diejenigen, die in wirtschaftlichen Krisenzeiten die Folgen verfehlter politischer Entscheidungen für ihre Familien so gering wie möglich halten. Die Verfasserin untersucht die Rolle der tansanischen Frauen im Hinblick auf die wirtschaflichen und sozialen Folgen des strukturellen Anpassungsprogramms und leitet daraus Forderungen an Partei und Staat ab. The United Nations Women's Conference in Nairobi was the high point of official and unofficial attention to women in Africa in the entire International Decade for Women. The conference seemingly had a profound capacity to influence subsequent policies, programs, and organizational efforts to empower women. Yet the internationally derived economic crisis has had an even more profound effect on Tanzanian women's work and politics. Since independence, but particularly since the 1967 Arusha Declaration, Tanzania has made remarkable progress in extending access to education and health care facilities. As a result of crisis and structural adjustment policies, however, state budgetary investments have moved from social to productive sectors; budget redirection looms large in explanations of women's work and politics.

The papers collected in this volume were presented at a workshop held in Dar es Salaam during June 26-28, 1996. Chapter 1 provides an analysis of Kenya's experience on gender, democracy and development and how the Government of Kenya has addressed itself to the outcomes of the Beijing Conference. The second chapter on the same theme provides the Uganda experience. Chapter 3 deals with gender issues in the electoral process in the October 1995 general elections in Tanzania. Chapter 4 gives a brief account of the place of female journalists in Tanzania. The final chapter presents resolutions from the workshop. (DÜI-Hff)
