The balanced allocation of medical and health resources is an important basis for the sustainable development of health undertakings. In recent years, China has made remarkable achievements in the medical and health services, but there is still a phenomenon of unbalanced allocation of medical and health resources among different regions, which has become an urgent problem to be solved in deepening the reform of the medical and health system during the 14th Five-Year Plan period. From the perspective of people's needs for health, this study analyzed the equity and efficiency of urban medical and health resources allocation in China by using the Theil index method and DEA method. Meanwhile, the authors used the coupling coordination degree model to construct a balanced development model with equity and efficiency as subsystems, taking the city of Nanjing as an example to analyze its balanced allocation of medical and health resources from 2008 to 2019. In general, taking Nanjing as an example, it shows that the balanced allocation of medical and health resources in Chinese cities is good, but in geographical dimension, the level of balanced allocation is low, and there are still significant differences in the equity and efficiency of allocation among regions. In the future, the government can strengthen the rationality of regional planning, appropriately increasing health investment and medical supply, considering both equity and efficiency to further realize the balanced allocation of medical and health resources and improve the sustainability of urban medical service system. The main contribution of this paper lies in that, from the perspective of sustainable development, the evaluation system is integrated to measure the equity and efficiency respectively, and the balanced development model is used to investigate the allocation of urban medical and health resources. Abstract. Field investigations and back analyses were conducted on a rockfall hazard. The flexible barrier protection system constructed along the roadside was damaged by the rockfall impact and lost its mitigation ability. Vital physical characteristics such as rockfall trajectory and kinetic energy were presumed based on the data from the aerial survey and the slope digital model. A numerical model, including slope, rockfalls, and flexible barrier, was created and thus the impacting process was reproduced. It demonstrates that the impact kinetic energy of the rockfall is only around 40 % of its design protection energy. The improper connections of members are the leading causes of damage, which prevent the flexible barrier from producing significant deformation and reduce its capacity to absorb impact force. The damage can be avoided by changing the connections of the members to improve the ability of the nets and ropes to slide and deform. The calculation results indicate that the impact resistance of the optimized model is 3 times better than the actual project. The findings can be used as a guide when designing a flexible protection system that performs better.

Implementing demolition and transformation policies in urban villages is essential for effective urban governance. However, these villages possess distinctive governance models and entities that set them apart from general urban and rural communities. This study examines the autonomous "informal governance" process in Guangzhou's Yuancun urban village through a case study approach. It investigates the formation mechanisms of the "dual system". The study underlines the significance of grassroots innovation and the Chinese Communist Party's role in attaining governance autonomy. Despite the government's aim to integrate urban villages into the urban governance system, persistent challenges arise from these unique models and entities. The Village Company plays a pivotal role in promoting stable governance through participatory practices and economic advantages. Resolving the complex issues in urban villages necessitates integrated economic, political, and social solutions. Empowering the Village Company to handle specific public affairs can facilitate the transition towards the modernization of grassroots governance.
