Die Untersuchung erschließt erstmalig das im Realbereich längst existierende Feld der Beschaffungsdienstleistungen in einer profunden sowie extensiven Art und Weise. Dies geschieht im Wege einer aufgeklärten Rechtsdogmatik, indem Nicole Lieb eine Phänomenologie und Typologie in Anlehnung an Art. 2 Abs. 1 Nr. 17 Richtlinie 2014/24/EU entwickelt. Im Kern wird der Rechtsstatus des Beschaffungsdienstleisters beleuchtet und die rechtlichen Vorgaben für die Arbeitsteilung zwischen ihm und dem öffentlichen Auftraggeber im Rahmen eines Vergabeverfahrens untersucht (das Ob, das Wie und die Folgen). Abschließend werden wertvolle rechtspolitische Vorschläge zur Professionalisierung der öffentlichen Beschaffung unterbreitet.
