The development of heating systems in private households as well as implementation of progressive energy saving technologies could be defined as an event that does not have enough market self-regulation mechanism therefore the interference of government can be defensible. This paper examines a possible impact of financial support schemes on investments for RES heating technologies to the development of heating systems of individual houses in Lithuania. Several patterns of financial incentives for renewal of dwelling-house heating systems are discussed in this article. After analysis of measures implemented in Western Europe a conclusion was made that the most socially acceptable form of maintenance for the devellers are renewing heating systems, would be direct financial support.

Effective use of existing energy saving potential increases energy security and reduces emissions of greenhouse gas and other pollutants. In order to meet the growing energy demand and to reduce the negative impact of the energy sector on environment, increase of the role of renewable energy sources in the country's primary energy balance, as well as larger deployment of energy-efficient and smart technologies in all areas, including military structures, are required. When analysing energy security and energy efficiency, as the two interrelated aspects of the Lithuanian energy policy, assessment of the global energy trends in the world, the EU and neighbouring countries, expected developments in the modern technologies, as well as global aspirations to neutralize the threat of climate change was performed. The paper provides an overview of energy consumption trends in the European Union and Lithuania, energy policy in the NATO alliance, as well the current status of energy consumption in the Lithuanian National Defence System.

Attempts to achieve sustainable energy development are still not enough successful. Scientific community and international organizations are concerned with consequences of global warming: increasing temperature in various regions of the planet, significant and harmful effects on health and environment, growing number of extreme storm events and large wildfires, rising sea levels, changes in landscapes. Increasing efforts of governments and politicians should be directed to reduction of greenhouse gas emissions from fossil fuels combustion by increasing energy efficiency and by deployment of renewable energy sources. The paper focuses on efforts of world community directed to sustainable global energy development, implementation of new energy policies and provides an overview of energy consumption trends in the world by 2035.

Carbon pricing is a policy with the potential to reduce CO2 emissions in the household sector and support the European Union in achieving its environmental targets by 2050. However, the policy faces acceptance problems from the majority of the public. In the framework of the project Role of technologies in an energy efficient economy–model-based analysis of policy measures and transformation pathways to a sustainable energy system (REEEM), financed by the European Commission under the Horizon 2020 program, we investigate the effects of such a policy in order to understand its challenges and opportunities. To that end, we use a recursive-dynamic multi-regional Computable General Equilibrium model to represent carbon pricing as a cap-and-trade system and calculate its impacts on consumption of energy goods, incidence of carbon prices, and gross income growth for different income groups. We compare one reference scenario and four scenario variations with distinct CO2 reduction targets inside and outside of the EU. The results demonstrate that higher emission reductions, compared to the reference scenario, lead to slower Gross Domestic Product growth, but also produce a more equitable increase of gross income and can help reduce income inequalities. In this case, considering that the revenues of carbon pricing are paid back to the households, the gross income of the poorest quintile grows as much as, or even more in some cases, than the gross income of the richest quintile.

| openaire: EC/H2020/691739/EU//REEEM ; Energy security is one of the critical priorities of energy policy in the European Union and particularly in the Baltic region that is currently transforming itself from an isolated energy island to a highly interconnected area. In this paper, a comprehensive analysis of energy security in Estonia, Finland, Latvia, and Lithuania in the context of the energy transition is presented. The paper explores regional implications of two paths of carbon price (gradual and delayed carbon price increase). The analysis is performed by linking an energy system optimisation model with a probabilistic model of energy security. This modelling suite is used to assess the resilience of the planned energy system to possible disruptions. The results demonstrate that carbon price paths have a modest impact on energy security in Baltic countries if energy security measures are implemented in an optimal way.
