The European Union Water Framework Directive aims to protect inland surface waters, transitional waters, coastal waters, and groundwater and achieve certain environmental objectives through the implementation of programs of measures specified in river basin management plans (RBMPs). For that purpose, information systems have been identified as a priority tool for managing water resources effectively and efficiently, within the process of characterization and modelling of quantitative and qualitative aspects of groundwater bodies, also considering the projected climate change scenarios. This paper addresses some of the innovative issues developed in Portugal for RBMPs, exemplified for the Tagus and for the West RBMPs, e.g. modelling groundwater recharge assessment under climate change scenarios projected for 2071–2101 for the aquifer system of Torres Vedras (West RBMPs). Regarding groundwater depending ecosystems, a methodology to classify regional surface water bodies in hydraulic connection with the underlying body of groundwater is presented. A synthesis of the diagnosis and the proposed objectives is presented for Tagus and West RBMPs. The European Union Water Framework Directive (WFD) aims to protect inland surface waters, transitional waters, coastal waters and groundwater. It also aims to achieve certain environmental objectives through the implementation of programs of measures specified in River Basin Management Plans (RBMP). Information systems have been identified as a prority tool for managing water resources effectively and efficiently, contributing to the goals to be established by RBMP. In this context, the Portuguese regional water authorities (ARHs) Norte (North), Centro (Centre) and Tejo (Tagus) selected LNEC to conduct studies for the design and development of geographic information to support planning and management of water resources. Besides, ARH Tejo also selected LNEC to develop groundwater components of Tagus River and Ribeiras do Oeste Basin Management Plans (Tagus RBMP/Oeste RBMP). This included the characterization and modeling of quantitative and qualitative aspects of groundwater bodies. Aiming to dessiminate EU Member-states water resources scientific knowledge in PR China, this paper addresses some of the innovative issues developed in Portugal for RBMP, exemplified for the Tagus RBMP and the Oeste RBMP, e.g. climate change scenarios modeling and the results of major changes expected for groundwater recharge by 2071-2101. The food safety of vegetables produced in an urban environment is often questioned due to its proximity to a range of city pressures including road traffic, aircraft corridors, fuel filling stations, and industrial areas. Besides, past urban/industrial activities might have contaminated city soils, namely throughout air pollution deposition. In addition, the agricultural and in particular the horticultural land management practices themselves may lead to potential inputs from inadequate management of applied materials, such as fertilizers, composts and pesticides, as well as household items (e.g. fences, including materials such as paints or asbestos). These products can be an additional source of contamination for soil, water and edible vegetables, with harmful impacts on humans and other species. Moreover, the intrinsic concentration of soils can be high, depending on the chemical composition of the parent-rock (Kabata-Pendias, 2001). In this context, Lisbon Municipality, based on the decision to open, in partnership with the National Laboratory for Civil Engineering (LNEC), a new public urban allotment garden (UAG) in LNEC campus, a potentially sensitive area due to its proximity to the airport, has decided to promote a protocol to study this situation with the local government "Junta de Freguesia de Alvalade" and, on this scope, enlarge this cooperation to other UAG in the city. This study aimed to analyse the quality of soil, ground- and irrigation water, and plant species in UAG, and to correlate its nature and characteristics with their location within the city and the gardening activity. Materials and methods included the quality assessment of wet atmospheric deposition, manure, soil, vadose zone water and plant species, for six UAG in Lisbon. Results were compared with other EU studies (e.g. Hursthouse et al., 2004). This paper presents a synthesis of the work developed in Portugal, by LNEC, TARH and UAlg, for the European Union Seventh Framework Programme project "Demonstrating Managed Aquifer Recharge as a Solution to Water Scarcity and Drought – MARSOL".
