Of the British scholars gathered by H.J. Dyos in 1966 to give substance to his vision of urban history as a distinctive genre of history only a few would claim the study of cities and city life as their prime academic interest. No more than a handful of those involved in the Urban History Group in the mid-1960s went on to publish major work in urban history. That was left to the generation whose careers were established in the early 1970s. The handful included Jim Dyos himself, Tony Sutcliffe, David Reeder, John Kellett and Peter Hennock. For the latter part of his career Hennock concentrated on the history of the welfare state and social policy in Britain and Germany and that is what those historians familiar with his name will associate him with. But his first book, based partly on his doctoral research,Fit and Proper Persons: Ideal and Reality in Nineteenth-Century Urban Government(1973) was as squarely a work of municipal history as one could find, and if a test of a contribution to history is not the quantity of publications but what endures of them, then Ernest Peter Hennock more than justifies our recognition amongst historians of towns and cities.

ABSTRACTA small group of urban historians met informally at the annual conference of the
Economic History Society in 1962. In 1963, H.J. (Jim) Dyos, very much in charge
of the enterprise, began circulating a subscription newsletter. The early issues
of the Urban History Newsletter (the ancestor
of this journal) reveal the slow and hesitant way in which the Urban History
Group formed, growing rapidly in membership but reluctant to develop into a
formal society and determined against the establishment of a conventional
journal. There were after-dinner talks in 1966 and 1967 but only in April 1968
was a full-day meeting established in a pattern still followed 40 years on. This
light-hearted account is based on Dyos'
'editorials' in the Newsletter and personal memories of the man himself.

Readers of theYearbookmay readily ascertain from its register of research and bibliography that the energy applied to the urban history of Victorian England has not only been substantial but is far from expended. The attraction of huge amounts of raw material, both quantitative and literary, is difficult to resist. However, the challenge of seeking less solidly founded insights with the less abundant and more indirect sources of the eighteenth and early-nineteenth centuries has met with a far less enthusiastic response. In any case the sparseness of eighteenth-century sources is less stark than at first appears. Although by no means as reliable or as widely ramified in content as census data, Anglican parish registers offer considerable scope for anyone willful enough to resist the census honey pot. Particularly when supported by ancillary sources, such as maps and directories, they provide sufficient information for at least a tentative exploration of the beginning and unfolding of an urban process whose mature expression is revealed in the cornucopia of the middle-nineteenth century.
