Three alternative scenarios to the much debated present organisation of the Lithuanian State forest sector are examined: (i) the integrated, where all functions are delegated to one central administrative authority – the Danish prototype, (ii) the commercialised, where State forests are managed by a commercial State company – the Irish prototype, and (iii) the minimalistic, where only negligible forest areas of special importance remain in State ownership – the Swedish prototype. The scenarios are assessed according to six imperatives: (i) sort out the ambiguity of the present structure, (ii) increase the profitability, (iii) reduce the level of public spending, (iv) accommodate changes in ownership structure, (v) rely on a holistic approach, and (vi) comply with the national forest policy. If adopted, any of the scenarios would most likely improve the various elements of State forestry, although in substantially different ways. Politicians will take the final decision that may be supported by the findings of this study.

The costs to electric utility customers from short-term, limited geographic-scale power disruptions have been studied for many years. However, there is increasing interest among regulators, policy-makers, and utilities in developing and implementing methods for analyzing interruptions that are of longer duration (days, weeks, or longer) and of a larger geographic scope (entire metropolitan areas or regions which may extend across multiple service territories). A 2017 report from the U.S. National Academies of Sciences, Engineering, and Medicine indicated the importance of "develop[ing] comprehensive studies to assess the value to customers of improved reliability and resilience…during large-area, long-duration blackouts." As a contribution toward fulfilling this recommendation, the U.S. Department of Energy's (DOE) Office of Electricity's Transmission Permitting and Technical Assistance Division, in partnership with Lawrence Berkeley National Laboratory (LBNL), convened a workshop to identify research needs and discuss potential avenues for methodological advances in the economics of widespread, long-duration power interruptions. The workshop was organized around six key themes in the economics of widespread, long-duration interruptions. LBNL conducted a competitive solicitation for white papers on these themes, and the authors selected were leading experts in academia, industry, and the non-profit sector. They were tasked with assessing the state of knowledge on particular topics, and identifying research needs and promising directions to expand it. These topics included definitions of resilience and reliability; regional economic modeling approaches; uncertainty quantification; data challenges and opportunities; contingent valuation survey techniques; and reduced-form analytical tools for assessing the impacts of power interruptions of this scale. The authors of the six white papers presented their findings at the workshop, titled "Frontiers in the Economics of Widespread, Long-Duration Power Interruptions," and held in Washington, D.C., on March 6, 2018. Each paper was the subject of its own session, with the presentations followed by comments by assigned discussants, and in turn a general discussion of the papers, their findings, and the issues they raised. In addition to the authors, discussants, and LBNL and DOE staff, the workshop participants comprised government, industry, and academic thought leaders from across the country.

The effects of gravitational lensing on different sources will be correlated if the lensing is caused by the same mass fluctuations. We use galaxy shape measurements from 139 deg(2) of the Dark Energy Survey (DES) Science Verification data and overlapping CMB lensing from the South Pole Telescope (SPT) and Planck. The DES source galaxies have a median redshift of z(med) similar to 0.7, while the CMB lensing kernel is broad and peaks at z similar to 2. The resulting cross-correlation is maximally sensitive to mass fluctuations at z similar to 0.44. Assuming the Planck 2015 best-fitting cosmology, the amplitude of the DESxSPT cross-power is found to be A(SPT) = 0.88 +/- 0.30 and that from DESxPlanck to be A(Planck) = 0.86 +/- 0.39, where A = 1 corresponds to the theoretical prediction. These are consistent with the expected signal and correspond to significances of 2.9 sigma and 2.2 sigma, respectively. We demonstrate that our results are robust to a number of important systematic effects including the shear measurement method, estimator choice, photo-z uncertainty and CMB lensing systematics. We calculate a value of A = 1.08 +/- 0.36 for DESxSPT when we correct the observations with a simple intrinsic alignment model. With three measurements of this cross-correlation now existing in the literature, there is not yet reliable evidence for any deviation from the expected LCDM level of cross-correlation. We provide forecasts for the expected signal-to-noise ratio of the combination of the five-year DES survey and SPT-3G.
