Wenngleich zahlreiche neue und professionellere Printmedien und Radio- und Fernsehprogramme in der Ukraine entstanden sind, sehen sich Journalisten häufig politischem Druck seitens der regierenden Behörden ausgesetzt, dem auch die neue Generation der Medienschaffenden nur allzuleicht nachgibt. Dies wird an zwei Beispielen aus dem Medienbereich illustriert. (BIOst-Mrk)
Die Verfasserin gibt einen Überblick über die historische Entwicklung der drei orthodoxen Kirchen in der Ukraine, die zusammen ungefähr zwei Drittel der Gläubigen des Landes repräsentieren. Im Mittelpunkt steht die von Zerwürfnissen, Abspaltungen und Fusionen geprägte Geschichte der Kirchen seit 1990. Die Russische Orthodoxe Kirche in der Ukraine wurde 1992 durch die semiautonome Ukrainische Orthodoxe Kirche vom Moskauer Patriarchat abgelöst. Als Alternative zur Russischen Orthodoxen Kirche wurde bereits 1921 die Ukrainische Autokephale Orthodoxe Kirche gegründet, die zeitweilig im Untergrund und in der Diaspora existierte und schließlich 1993 wiedergegründet wurde. Aus einer Fusion zwischen der Ukrainischen Autokephalen Orthodoxen Kirche und einer Abspaltung der Russischen Orthodoxen Kirche ging schließlich 1992 die Ukrainische Orthodoxe Kirche vom Kiewer Patriarchat hervor. Politische Meinungsunterschiede sowie persönliche Rivalitäten und Intrigen haben zu einer tiefen Spaltung zwischen den drei Kirchen geführt. Der ukrainische Präsident Leonid Kucma hat seit seiner Wahl im Juli 1994 einen konsequenten Reformkurs in der Wirtschaftspolitik eingeschlagen, der bereits erste Erfolge bei der Bekämpfung der Inflation und des Budgetdefizits erbracht und positive Anstöße für die Fortführung der Privatisierung gegeben hat. Von großer Bedeutung für den weiteren Erfolg der Wirtschaftsreformen wird der Verlauf der Diskussion über Kucmas Entwurf einer Verfasserungsänderung sein, wodurch das Gewicht zwischen Exekutive und Legislative entscheidend zugunsten ersterer verschoben würde. Die Vorstellung einer unabhängigen Medienlandschaft ist der politischen Kultur in der Ukraine gegenwärtig noch fremd. Ethische und professionelle Standards des Journalismus sowie rechtliche Rahmenbedingungen für das Pressewesen sind unterentwickelt. Der Staat kontrolliert fast die Hälfte der Medienunternehmen direkt. Wenn auch Zensurmaßnahmen verboten sind, so eröffnet doch ein neues Gesetz über Rufschädigung Möglichkeiten zu Maßnahmen gegen die Medien. Einer wachsenden Zahl von Pressetiteln steht eine aufgrund steigender Preise sinkende Auflagenzahl gegenüber. Der bislang bedeutende Markt für russische Presseerzeugnisse ist leicht rückläufig. Gleichwohl wird nur ein Viertel der landesweit publizierten Zeitungen in ukrainisch veröffentlicht. Großer Popularität erfreut sich auch das russische Fernsehen. Unabhängige Fernsehstationen haben sich weitaus schneller entwickelt als unabhängige Radiosender. (BIOst-Wpt)
In der Ukraine ist der Konflikt über die Gewaltenteilung zwischen Exekutive (Präsident) und Legislative (Parlament) durch einen Kompromiß beendet worden, der dem Präsidenten größere Machtbefugnisse zuschreibt. Wenngleich der Kompromiß die konstitutionelle Krise in der Ukraine nicht beendet, so stellt er doch einen wichtigen Schritt auf dem Weg zu einer neuen Verfassung dar und markiert den zukünftigen politischen und wirtschaftlichen Reformkurs. In dem Maße, wie die Ukraine Maßnahmen zur Festigung ihrer Kontrolle über die Krim getroffen hat, verlor die dortige separatistische Bewegung erheblich an Einfluß. Indem sie geschickt die durch den Tschetschenienkrieg hervorgerufene schwierige Lage Rußlands und den wachsenden Unmut der Bevölkerung der Schwarzmeerhalbinsel über die sich gegenseitig befehdenden Führer der Separatistenbewegung ausnutzte, scheint die ukrainische Regierung ein "Worst-case"-Szenario in bezug auf die Bedrohung ihrer fragilen nationalen Einheit vermieden zu haben. Fruchtbare Böden und günstige klimatische Verhältnisse haben die Ukraine zu einem der wichtigsten Agrarstaaten der UdSSR gemacht. Nach dem Zerfall der Sowjetunion führten jedoch auf Weltmarktniveau steigende Rohstoff- und Energiepreise sowie die Abhängigkeit des Agrarsektors von staatlichen Subventionen zu einem raschen Niedergang der ukrainischen Landwirtschaft. Bei Amtsantritt Präsident Kuchmas Mitte 1994 war der Agrarsektor von schwerwiegenden Strukturdefiziten gekennzeichnet. Die von Kuchma Ende 1994 eingeleitete Agrarreform ist bisher nur langsam vorangekommen. Gleichwohl zeichnet sich ab, daß die private Landwirtschaft bedeutend produktiver arbeitet als staatliche Betriebe und Genossenschaften. Die Diskussion um die Agrarreformpolitik in der Ukraine ist hoch politisiert. Hier stehen einander radikale Reformer, radikale Reformgegner sowie Advokaten eines schrittweisen Wandels gegenüber. Auch die öffentliche Meinung ist in der Frage der Agrarreformen gespalten. (BIOst-Wpt)
Herausragende Ergebnisse der Reformpolitik in der Ukraine im Jahre 1996 waren die Verabschiedung einer neuen Verfassung auf der Basis eines politischen Komnpromisses und die Einführung einer neuen Landeswährung, des Hryvnja. Die lange verzögerte Konstitutierung des Verfassungsgerichts bedeutete einen wichtigen Schritt auf dem Wege der Justizreform. Trotz der Verabschiedung der neuen Verfassung dauerte der Konflikt zwischen Präsident, Ministerpräsident und Parlament fort und nahm sogar systematischen Charakter an. Wachsende Spannungen zwischen den einflußreichen regionalen und sektoralen Eliten verschärften noch die politische Situation in der Ukraine im Jahre 1996. (BI(Ost-Mrk)
Während in den baltischen Staaten, in Moldawien und in der Ukraine der von der UdSSR übernommene KGB aufgelöst wurde, kam es in Weißrußland nur zu einer Umstrukturierung des Geheimdienstes und zum Aufbau neuer Sicherheitsorgane. Organisation und Struktur des weißrussischen Innenministeriums blieben weitgehend intakt, während in der Ukraine eine neue Abteilung zur Bekämpfung des organisierten Verbrechens geschaffen wurde und Moldawien sowie die baltischen Staaten neue Polizeikräfte aufbauten. Alle Republiken im Westen der ehemaligen UdSSR sehen sich mit einer schnell zunehmenden Kriminalität konfrontiert. Drogenschmuggel und Wirtschaftskriminalität sind besonders in der Ukraine stark ausgeprägt. Einen neuen Aspekt der Kriminalität in den ehemaligen Sowjetrepubliken bildet das organisierte Verbrechen. Die baltischen Staaten haben zudem mit dem Problem der illegalen Einwanderung zu kämpfen. (BIOst-Wpt)
