As hydropower dam construction in rapidly growing economies dislodges communities, rural development experts must help the displaced make their livelihoods in new lacustrine environments. One question is whether the dam infrastructure can directly benefit those who remain within the vicinity of the reservoir. Integrated water resource management seeks to concurrently consider hydrological, socioeconomic, and ecological factors, yet water managers lack the information needed to include livelihoods in their analyses. The objective of this paper is to develop tools and plans for coordinating hydropower reservoir operation and management for rural livelihoods. Specifically, this study investigates how dam management may accommodate vegetable farming on the banks of a reservoir. The intervention investigated is to lower water levels during the cultivation period in order to expose shoreline gardens. Based on the recession agriculture rule, evaluated through simulation of a dam in Lao People's Democratic Republic, the average annual hydropower production was reduced by between 0.4 and 8.1%, depending on the agricultural goal, with the loss to power occurring mainly in the months April to June. By focusing on hydropower reservoir systems, the techniques developed in this study have the potential to be applied to support communities throughout the world that farm on the shorelines of water reservoirs.

This study investigates through reservoir simulation how dam and reservoir management may accommodate fishers and farmers in a resettlement village in Lao People's Democratic Republic. The identified needs are for vegetable farming on the banks of the reservoir and diversified habitat for fish. The interventions investigated are 1) a lower water level during the cultivation period in order to expose the shoreline gardens and 2) constructed wetlands adjacent and connected to the reservoir to enhance fisheries. The proposed measures are evaluated with respect to changes in power generation and the availability of water for extraction from the wetland ponds during the dry season.

Study region: In this study, 33 catchments across the Lower Mekong Basin in Southeast Asia are examined to detect historical changes in their hydrological response via a model-based methodology. Study focus: Intensive development over the past half century across Southeast Asia's Lower Mekong Basin has inevitably affected natural resources. Large areas have been converted from forests for subsistence and commercial agriculture, and urban development. We implement an innovative approach to screen hydrologic data for detecting impacts of such large-scale changes on hydrological response. In a first step, temporal changes in the rainfall-runoff relationship were assessed using the parsimonious, two-parameter GR2M hydrological model. In a second step, a distribution-free statistical test was applied to detect whether significant changes have occurred in the wet season (high flow) and dry season (low flow) conditions. New hydrological insights for the region: Our results indicate that the majority of catchments (64% of those considered) with sufficiently long data records exhibited no discernable trends in hydrological response. Those catchments that did exhibit significant trends in hydrological response were fairly evenly split between increasing trends (between 21% and 24%) and decreasing trends (between 15% and 12%) with time. There was a lack of evidence that these changes where brought about by shifts in precipitation or potential evapotranspiration; however, catchments exhibiting significant increasing trends in hydrological behavior were found to have different land cover compositions (lower percentage of forest coverage and subsequently higher paddy rice coverage) than those exhibiting significant decreasing trends. The approach presented here provides a potentially valuable screening method to highlight regions for further investigation of improved mechanistic understanding. Without this connection, we might be blind to future hydrological shifts that can have significant impact on development.

Comme dans la plupart des régions, les zones arides ont bénéficié de plusieurs vagues d'aménagements hydroagricoles durant la seconde moitié du XX e siècle pour ralentir, stocker et rendre accessibles des écoulements sporadiques et violents peu utilisables par des ouvrages au fil de l'eau. Cette succession d'aménagements superposés est souvent mal valorisée comme le montrent divers bilans réalisés dans des bassins du Centre tunisien et du Nord Mexique où les retenues collinaires favorisent, avant tout, les pertes évaporatoires. Sur la base de ces constats, les gouvernements ont cherché à améliorer la gestion technique des ouvrages en favorisant les transferts d'eau vers les réservoirs souterrains et cherchent à mobiliser les ressources en eau non conventionnelles avec quelques succès, mais seulement dans des situations spécifiques en raison de leurs coûts élevés (désalinisation), d'une difficile acceptation (réutilisation des eaux usées) ou de leur volume peu important (eau atmosphérique). Toutes ces initiatives n'ont pas arrêté la surexploitation des nappes phréatiques, et peu à peu se mettent en place plusieurs initiatives pour diminuer la demande en eau tout en augmentant la production alimentaire. Cette nouvelle politique finance l'installation des techniques d'irrigation économes (aspersion, goutte-à-goutte, polymères gonflants, conduites verticales, etc.) pour remplacer l'irrigation gravitaire majoritairement utilisée. Après quelques années, il faut bien reconnaître que l'impact de ces nouvelles techniques est moins important que prévu soit à cause d'une utilisation inadéquate, soit par le fait de nouveaux comportements qu'elles ont suscités. Actuellement, les pouvoirs publics testent des outils complémentaires économiques et réglementaires pour rendre plus efficaces ces changements techniques.

The impacts of climate change on agriculture and food production in Southeast Asia will be largely mediated through water, but climate is only one driver of change. Water resources in the region will be shaped by a complex mixture of social, economic and environmental factors. This report reviews the current status and trends in water management in the Greater Mekong Subregion; assesses likely impacts of climate change on water resources to 2050; examines water management strategies in the context of climate and other changes; and identifies priority actions for governments and communities to improve resilience of the water sector and safeguard food production.

The Merguellil catchment (central Tunisia), which is typical of the Mediterranean situation, has undergone rapid hydrological changes over the last decades. The most visible signs are a marked decrease in surface runoff in the upstream catchment and a complete change in the recharge processes of the Kairouan aquifer downstream. Fluctuations in rainfall have had a limited hydrological impact. Much more important have been the consequences of human activities, such as soil and water conservation works, small and large dams, and pumping for irrigation. Several independent investigations of the catchment were implemented, based on hydrodynamics, thermal surveys, and geochemistry including isotopes. These helped to identify the different terms of the regional water balance and to characterize their changes over time. However, major uncertainties remain and our results may contradict previous interpretations or calculations. Conservation works, now covering more than a quarter of the upstream catchment, drastically reduce the runoff production from rain events of less than 40 mm. Wadi Merguellil now ends in the big El Haouareb Reservoir, which loses more than half of its water by infiltration through karstic fissures and 30% by evaporation, the rest being pumped or released. El Haouareb Dam was built in 1989 and the reservoir has often dried up in the last decade. The major modifications in groundwater flow resulting from construction of the dam are observed in the geochemical tracers in the first seven kilometres downstream from it. Temperature measurements confirmed the recent invasion of new water. The rest of the Kairouan plain aquifer retains the signature of older recharge, but the whole aquifer is affected by the decrease in the water table (about 1 m per year), the consequence of the ever increasing pumping for irrigation.
