EXAMINES THE USEFULNESS OF SIGNALING FOREIGN POLICY INTENTIONS THROUGH "INCREMENTAL COMMITMENT" BY LOOKING AT PRESIDENT KENNEDY'S USE OF IT DURING THE CUBAN MISSILE CRISIS AND PRESIDENT JOHNSON'S USE OF IT IN THE VIETNAM WAR. IN EXPLAINING KENNEDY'S SUCCESS AND JOHNSON'S FAILURE CONCLUDES THAT THIS STRATEGY IS USEFUL PRIMARILY IN CORRECTING A MUTUAL MISPERCEPTION.
