El desvanecimiento del politeísmo romano en Hispania: las transformaciones religiosas en el siglo III

Mención Internacional en el título de doctor ; The topic of the slump of the Imperial religious system in Hispania has been mainly approached through the study of councils' proceedings, martyrial acts, Imperial or Visigothic laws (e.g. the Codex Tehodiosanus or the Lex Visigothorum), and a bunch of Christian texts written during the 5th and 6th centuries CE by Hydatius, Orosius, Saint Martin of Braga and few others. Since these sources present an unstructured and very simplified image of what is basically reduced to the category of "paganism", the actual features of polytheism in 4th century Hispania has remained mostly unexplored. The silence of "pagan" sources has led to the assumption that religion did not substantially change until the end of the 4th century, when Christianity was consolidated into the State religion, political power ordered the closure of the temples and the prohibition of sacrifices. Likely this large due to the fact that, as Javier Arce warned more than a decade ago in his book Bárbaros y romanos en Hispania (2005), archaeological studies mainly focused on the phenomenon of urban Christianisation rather than on the "depaganisation" of public and religious buildings (p. 248). However, during the last two decades, the intensification of archaeological excavations in numerous Spanish sites has provided new data that allow us to approach the process of religious change in Hispania from a new perspective. The aim of this study is to shed light on this debate through the examination of the disappearance of polytheism in different regions of the Iberian Peninsula by analysing the conditions of discovery and the circumstances of abandonment of sanctuaries and related epigraphic sources in Hispania Citerior Tarraconensis. A further study of 10 cities from Baetica and 8 from Lusitania has been intended to offer a wider vision of this process. In addition, comparative analyses have been also carried out in Roman Britain, Gaul and North Africa. The most important finding to emerge from this study is that in 80 % of the cities that provided enough information to establish reliable chronologies of the process of abandonment of temples, sanctuaries were derelict between the end of the 2nd and the end of the 3rd centuries. Imperial religious system seems to have survived until the 4th century solely in large administrative centres, such as the provincial capitals of Tarraco and Augusta Emerita. The causes for the decay of the sanctuaries that settled in the Iberian Peninsula for two centuries can be found in the recession of certain economic sectors that affected most of Hispania's territories. The maintenance of these sacred spaces largely depended on the munificence of the aristocracies and on the financial contribution of public institutions, which were interested in sustaining a system that provided them with prestige and possibilities of social promotion. However, the economic difficulties and the structural transformations which operated in Hispania from the end of the 2nd century to the beginning of the 4th resulted in a municipal crisis, which led to the collapse of this religious system in many parts of the Iberian Peninsula. When comparing Hispania to other regions of the Roman West, one might say these changes took place prematurely. In contrast to some scholar's statements, the abandonment of sanctuaries did not lead to a privatisation of the religious practices that previously belonged in the public or collective sphere. There was no increase in the number of lararia, votive figurines, or domestic altars. Nor was there any construction of private temples that could have filled the religious wilderness resulting from the collapse of the religious system. And yet, this process did not lead to the end of polytheism. It was not The Last Pagans. It was a change in mentalities which led to desist from the use of the traditional Early Imperial religious' materiality and, consequently, the transformation of rituals. The closure of the temples and the failure of the Early Empire's 'administrated religion' was not initiated by the introduction of Christianism, but by a crisis of the own religious system. The evolution of Christianity in Hispania was slow. The first major Christian religious complexes did not begin to be built until the 5th century. This illustrates that, up until that moment, the Spanish Church did not start to have a certain economic solvency, derived from a widespread acceptance among the population. Furthermore, an actual Christianisation of the rural territory did not begin until the 6th century. In light of this data, we are able to assert that in Hispania, during the 4th century, there was no clash between the structured polytheism and an emerging Christianity. If there ever was a religious repression, it must have been after the 5th century, when peninsular Christianity had strong institutional support. Medidas laborales de las Comunidades Autónomas y negociación colectiva del personal laboral en tiempos de crisis
Esta comunicación analiza las posibilidades de actuación de las Comunidades Autónomas en el contexto de la crisis económica y financiera en la que se encuentra sumergido el país y las políticas de restricción del gasto público que desde la Unión Europea y el Gobierno y Parlamento del Estado que, de alguna u otra manera, obligan a la reducción de los gastos del personal de las Administraciones públicas, lo que implica límites a la negociación colectiva. Se trata de una presión que afecta a todas las forma de empleo en el sector público, aunque este estudio se centra en las que afectan la negociación colectiva del personal laboral de las Administraciones públicas dependientes de las Comunidades Autónomas, en la medida que pueden afectar al derecho a la negociación colectiva que expresamente les reconoce la Constitución. Se reseñan algunas de las normas legales que las Comunidades Autónomas están adoptando, que van desde la reducción de salarios, a reducciones de la jornada de trabajo o de los créditos para el ejercicio de las funciones de los representantes de los trabajadores. Se analiza la doctrina de los Tribunales Superiores de Justicia que atribuyen a las Comunidades Autónomas capacidad o competencia legislativa para modificar los convenios colectivos vigentes relativos a su personal laboral o de ellas dependientes, concluyendo que las competencias que disponen al respecto no puede ser de naturaleza legislativa, que sólo se atribuye constitucionalmente al Estado, sino que se han de articular a través del procedimiento de descuelgue o suspensión de los Convenios Colectivos establecidos en el art. 32 del EBEP. Finalmente se concluye poniendo en evidencia que esas interpretaciones dejan vacío de contenido el propio derecho constitucional a la negociación colectiva laboral.

Medidas contra la segmentación laboral en el contexto de la crisis en España

Se analizan las causas y características de la fragmentación del mercado de trabajo español y se ofrece un análisis crítico de las medidas adoptadas como alternativas. Se pone el acento en el estudio de las últimas reformas laborales y se analizan el concepto de «flexiseguridad» que se impulsa desde la Unión Europea y las propuestas de contrato único. Se observa que estas medidas, lejos de acabar con la segmentación entre trabajo estable y trabajo precario y orientarse hacia el trabajo decente, van camino de precarizar todas las formas de trabajo, ya que el hasta hace poco empleo estable también se ha flexibilizado,especialmente en el régimen del despido. Se concluye que estas medidas no parecen ser eficaces para frenar la crisis y crear empleo, ya que propicia la destrucción de puestos de trabajo hasta el punto de que se estima un incremento del número de parados hasta 6 millones para 2013, más del 26% de la población activa del mercado de trabajo español. ; We analyze the causes and characteristics of the fragmentation of the Spanish labor market and provide a critical analysis of the measures taken as alternatives. The emphasis is placed in the study of recent labor reforms and the discussion on the concept of flexisecurity that is driven from the European Union, as well as the single contract proposal. It is noted that these measures, far from ending the segmentation between stable and precarious work and move towards decent work, tend to turn precarious all the forms of work. This happens because that what used to be stable employment has also been relaxed, especially in dismissal regime. We conclude that these measures do not appear to be effective to curb the crisis and create jobs, as it provides jobs destruction to the point that a projected increase in the number of unemployed to 6,000,000 by 2013, over 26% of the workforce of the Spanish labor market.

Prospección de recursos hídricos subterráneos en el área de Zug (Tiris, Sahara Occidental) ; Groundwater resources exploration in the Zug area (Tiris, Western Sahara)
[ES] El área de Zug se localiza en el extremo suroccidental de la dorsal de Tiris, en el Sahara Occidental. La zona se caracteriza por el afloramiento de materiales de edad arcaica, fundamentalmente gneises y rocas graníticas fracturadas; en el sector más meridional se encuentran cubiertos por mantos de arena eólica. Se ha hecho un reconocimiento hidrogeológico de los terrenos a partir de la realización de un inventario de puntos de agua y el estudio geológico de los materiales aflorantes, llegando a diferenciar dos dominios hidrogeológicos: Zug y Azzefal. En lo referente al dominio de Zug, que es el de interés en este estudio, a partir de análisis de imágenes de satélite, trabajo de campo, realización de perfiles geofísicos, inventario de puntos de agua y análisis químicos, se han identificado tres zonas preferentes para el emplazamiento de futuras captaciones orientadas al abastecimiento en puntos clave de la población autóctona de hábitat nómada y sus rebaños: 1) abanicos aluviales, ubicados preferentemente en las laderas de los diques que recorren la dorsal de Tiris; 2) sabkhas, como lugares de concentración de escorrentías efímeras y de infiltración al subsuelo del agua acumulada; 3) zonas graníticas intensamente fracturadas. A alguno de estos tres casos obedecen los pozos existentes en esta zona. Los trabajos de geofísica han detectado que, en localizaciones concretas, la resistividad eléctrica disminuye hasta profundidades superiores a los 50 metros, abriendo una puerta a la posibilidad de encontrar agua en cantidad suficiente para cubrir las necesidades antes aludidas. La calidad del agua no es la conveniente para el abastecimiento humano, pero con el tratamiento adecuado puede potabilizarse. Queda por delante un amplio campo de investigación cuando se den las condiciones políticas estables que permitan una investigación con mayor detalle. ; [EN] The area of Zug is located in the southwestern corner of the Tiris dorsal, in the Western Sahara. The area is characterized by outcrops of materials, mainly gneisses of archaic age and fractured granitic rocks, which in the southern sector are covered by aeolian sand sheets. A hydrogeological survey of the territory has been carried out, and boreholes and dug wells have been located and analyzed and this information integrated with the sparse outcrops. Based on this study, two hydrogeological domains have been established: Zug and Azzefal. From the analysis of satellite images, field work, geophysical profiles, a well inventory and chemical analysis, three priority areas for the location of future water supply wells have been identified: 1) alluvial fans, preferably located on the slopes of the dikes that cross the Tiris dorsal; 2) sabkhas (salt flats) as places of concentration of ephemeral runoff and subsurface infiltration of accumulated water; 3) highly fractured granitic areas. Some of these three cases coincide with existing wells in this area. Electrical tomography shows how, in specific locations, low resistivity values reach 50 metres, opening up the possibility of finding sufficient water to meet the aforementioned needs. The water quality is not suitable for human supply directly from the well without chemical treatment. [EN] The aim of this work is the exploration of groundwater resources in the southeastern corner of the Sahara territory to alleviate the basic needs of the nomadic population of the region, and also assess the possibility of building new settlements in the area. It is the first time a geological, hydrogeological and geophysical work in this particular area of the Sahara is performed. Electrical Resistivity profiles show low values of apparent resistivity deeper than 50 meters, opening the door to the possibility of finding sufficient water, especially in areas of deep fractures. Preferred areas where located boreholes are alluvial fans, sabkhas and alluvial valley with fracturing. It remains a vast field of research when political conditions allow proper investigation. ; [ES] El objetivo del presente trabajo es la prospección de recursos hídricos subterráneos en el extremo sureste del territorio saharaui, para paliar las necesidades básicas de la población nómada de la región, y a la vez evaluar la posibilidad de creación de nuevos asentamientos en el área. El trabajo es el primero de carácter geológico, estratigráfico, geofísico e hidrogeológico que se lleva a cabo en la zona.
