The paper critically analyzes the process of realization of energy efficient kindergartens in the City of Belgrade whose designs are obtained in the open public urban architectural competition. The process initiated, financed and realized by the city government of the City of Belgrade is an example of an effort toward meeting the EU directives and achieving the Energy Community objectives in the field of energy efficiency and usage of renewable energy sources, where facilities for public use must lead and be examples of the best practice. The whole process is analyzed, starting from planned conditionality of urban-architectural competition announcement through special conditions concerning energy efficiency and usage of renewable energy sources to construction and use of zero energy kindergartens, with a special analysis of the energy efficiency parameters of one of the kindergartens chosen as a representative of a good practice of competition solutions implementation of energy efficient facilities for the public use. ; U radu je kritički analiziran proces realizacije pet energetski efikasnih vrtića u Gradu Beogradu čija su rešenja dobijena na javnom otvorenom urbanističko-arhitektonskom konkursu. Proces iniciran, finansiran i realizovan od strane gradske uprave Grada Beograda primer je napora ka ispunjenju dirеktiva EU i dostizanju ciljeva Energetske Zajednice u oblasti energetske efikasnosti i korišćenja obnovljivih izvora energije, u kojima objekti javne namene moraju da prednjače i budu primeri najbolje prakse. Analiziran je celokupan proces, od planskih uslovljenosti raspisa urbanističko-arhitektonskog konkursa preko posebnih uslova vezanih za energetsku efikasnost i korišćenje obnovljivih izvora energije do izgradnje i upotrebe dečijih ustanova niske potrošnje energije, sa posebnim analizom parametara energetske efikasnosti jednog od vrtića koji je izabran kao reprezent dobre prakse realizacije konkursnih rešenja energetski efikasnih objekata javne namene.

Abstract. The paper analyzes the potential of renewable energy sources within the area of City of Belgrade, and explores the possibilities of their further implementation in the field of renewable energy sources and energy efficiency, in line with mandatory EU Directives. A synergetic approach has been proposed in the recommendations for the implementation of goals/targets and policies in the fields of renewable energy sources and energy efficiency in the City of Belgrade. They put an emphasis on the importance of implementation of the strategic documents of the City. Recommendations on have been provided regarding the required institutional preconditions that have to be met in order for these goals to be achieved, as well as urbanistic and building design-related measures/standards in achieving energy efficiency.Key words: energy efficiency, renewable energy sources, strategies related to energy, sustainable development, the City of Belgrade

Predložen je sinergijski pristup u preporukama za implementaciju ciljeva i politika Grada Beograda u oblasti obnovljivih izvora energije i energetske efkasnosti, sa naglaskom na važnosti implementacije strateških dokumenata grada. Dati su predlozi potrebnih institucionalnih preduslova za realizaciju ciljeva u oblasti kao i urbanističke i projektantske mere u postizanju energetske efikasnosti.

Energy certification of buildings in Serbia was introduced in 2011 and energy label depends on energy need for heating per unit floor area of heated space, calculated by the fully prescribed monthly quasi-steady-state method defined by ISO 13790. In the Republic of Serbia, most of families live in single-family houses built before the energy certification of buildings was introduced. Therefore, the estimation of energy performance of the existing buildings is important for labeling, and evaluation of energy saving measures and energy strategies to be implemented. This paper examines the applicability of monthly method defined by National legislation on the existing buildings stock in Serbia, by comparing it to the more accurate dynamic simulation method. Typical single-family houses are taken as a test case, since they are responsible for about 76% of energy consumption for heating. The results show that the dynamic simulation method estimates 21% to 54% higher energy need for heating, compared to the monthly method. Also, the monthly method estimates up to 13% higher savings by typical building envelope energy saving measures, compared to the dynamic simulation. This paper recommends improvement in procedures for calculation of building energy performance index to better assess energy consumption, effects of energy saving measures, and create solid background for developing and implementing of energy saving strategies.
