The use of theories of change (ToCs) is a hallmark of sound evaluation practice. As interventions have become more complex, the development of ToCs that adequately unpack this complexity has become more challenging. Equally important is the development of evaluable ToCs, necessary for conducting robust theory-based evaluation approaches such as contribution analysis (CA). This article explores one approach to tackling these challenges through the use of nested actor-based ToCs using the case of an impact evaluation of a complex police-reform program in the Democratic Republic of Congo, describing how evaluable nested actor-based ToCs were built to structure the evaluation. ; L'utilisation d'une théorie du changement fait partie des bonnes pratiques en évaluation. Compte tenu de la complexité croissante des interventions, l'élaboration de théories du changement reflétant cette complexité devient de plus en plus difficile. Parallèlement, la capacité d'utiliser ces modèles pour les évaluations axées sur la théorie, comme l'analyse de la contribution, est tout aussi importante. Cet article explore une approche visant à relever ces défis soit la théorie du changement imbriquée et fondée sur les acteurs avec, comme exemple illustrant la pertinence de cette approche, le cas de l'évaluation des répercussions d'un programme complexe de réforme des corps policiers à la République démocratique du Congo.

An impact evaluation of a pro-poor market system development programme, 'Making Markets Work for the Poor' (M4P), poses several methodological issues for evaluators. M4P interventions intend to change the contextual conditions in which stakeholders take business decisions so that it triggers change processes in the wider social system and ultimately benefits poor people. An impact evaluation design for such a programme thus needs to be robust enough to adequately capture these systemic outcomes, acknowledging dynamic changes in intervention delivery as well as in market conditions over time. Theory-based evaluation can provide learning and accountability when it incorporates methods that allow a critical reflection on the key causal steps in an intervention's theory of change. We present our learnings about indicators and methods to reflect on the importance of the contributions to market system change of a large M4P programme in Ethiopia.

As theories of change continue to be used for multiple purposes, it is an opportune moment for the evaluation community - where the approach originated - to provide their perspective on the strengths and limitations of the approach and its future directions. To provide these perspectives, we asked nearly thirty of the world's leading evaluators and program theorists to provide a short essay on the past, present and future of theories of change. This book presents their insights organized into five main themes: the use of theories of change in broader public policy contexts; using theories of change to establish causality; developing theories of change reflective of multiple stakeholder perspectives; using theories of change to understand wider societal change processes; and applying theories of change approaches for multiple purposes. By sharing these diverse perspectives, the book aims to both provide evaluators and emerging programme theorists with critical perspectives to inform future practice"--

This study uses data from the 2004 Malawi Demographic and Health Survey to assess the reach of selected radio programs about family planning and health in Malawi and their effect on condom use and discussion of family planning. The results show that such radio programs in Malawi reach a broad audience: eight of the 12 programs were heard by at least half of the respondents, although women were less effectively reached than men. For both women and men, the radio programs were found to have a significant impact on family planning discussion with one's partner. The programs'effect on condom use was limited, however. A positive association was found with ever use of condoms, but no association was found with condom use at last intercourse. This limited impact suggests that such radio communication campaigns need to be informed by research identifying the specific constraints to current condom use in Malawi.
