This presentation will discuss how the NPS SEED Center and maritime tactical development team uses advanced experimental design and massive simulations to discover important aspects (physical and employment decisions) of various concepts, technologies, and tactics to quantitatively assess the military value of unmanned systems and advance the development of their tactical employment. A current project, understanding the value of a large unmanned system equipped with anti-submarine sensors and weapons paired with a P-8 maritime patrol aircraft conducting theater anti-submarine warfare will be highlighted. ; NPS CRUSER

The twenty-first century will see the emergence of maritime powers that have the capacity and capability to challenge the U.S. Navy for control of the seas. Unfortunately, the Navy's ability to react to emerging maritime powers' rapid growth and technological advancement is constrained by its own planning, ac- quisition, and political processes. Introducing our own technology advances is hindered as well. .

The twenty-first century will see the emergence of maritime powers that have the capacity and capability to challenge the U.S. Navy for control of the seas. Unfortunately, the Navy's ability to react to emerging maritime powers'rapid growth and technological advancement is constrained by its own planning, acquisition, and political processes. Introducing our own technology advances is hindered as well. The planning and acquisition system for our overly platform focused naval force structure is burdened with so many inhibitors to change that we are ill prepared to capitalize on the missile and robotics age of warfare. Yet by embracing the robotics age, recognizing the fundamental shift it represents in how naval power is conveyed, and refocusing our efforts to emphasize the "right side" of our offensive kill chain - the side that delivers the packages producing kinetic and nonkinetic effect - we may hurdle acquisition challenges and bring cutting-edge technology to contemporary naval warfare. Incorporating robotics technology into the fleet as rapidly, effectively, and efficiently as possible would magnify the fleet's capacity, lethality, and opportunity - all critical to strategic and tactical considerations. Doing so also would recognize the fiscal constraints under which our present force planning cannot be sustained. As Admiral Walker advised above, it is now time to change.

The Patient Protection and Affordable Care Bill, commonly referred to as the "Health Care Bill" or the "Health Care Reform Bill," became enacted in March, 2010. This article is a review and analysis of the sections of this Act that are relevant to researchers and teachers of emergency care. The purpose of this document is to serve as a citable reference for interested parties and a reference to quickly locate the sections of the Bill relevant to academic emergency physicians. When appropriate, text was copied verbatim from the bill. The source of the downloaded Act, and the page numbers of the text sections, are provided to help the reader to find the sections described. This review is presented in two parts. Part 1 presents 11 sections extirpated from the Act, with short interpretations of the significance of each section. Part II presents an analysis of the sections that the authors believe represent opportunities for emergency care researchers and teachers to make the most impact, through active involvement with the various departments and agencies of the federal government that will be charged with interpreting and implementing this Act. The Act contains sections that could lead to new funding opportunities for research in emergency care, especially for comparative clinical trials and clinical studies that focus on integration and efficiency of health care delivery. The Act will establish several new institutes, centers, and committees that will create policies highly relevant to emergency care. The authors conclude that this Act can be expected to have a profound influence on research and training in emergency care.

Land use planning often is implemented to control development on forests and farmland, but its impact on land use remains untested. Previous studies evaluating such programs have relied on anecdotal evidence rather than on data describing actual land use change. A model of land use is specified as a function of socioeconomic factors, land rent, and landowners' characteristics, to examine how well Oregon's land use planning program has protected forests and farmland from development. The empirical model describes the probability that forests and farmland in western Oregon and western Washington were developed to residential, commercial, or industrial uses, before and after Oregon's land use planning program took effect. Land use data are provided by the USDA Forest Service's Forest Inventory and Analysis program. Results suggest that Oregon's land use planning program has concentrated development within urban growth boundaries since its implementation, but its success at reducing the likelihood of development on resource lands located within forest use and exclusive farm use zones remains uncertain.

A war-at-sea strategy, by confining conflict to the sea without land invasion or strike, would provide U.S. political leadership less intrusive ways to deter war, resolve crises with less threat of escalation, and in peacetime inspire allied engagement.
