Undergraduate education in public administration and public service motivation: A quasi-experiment with the intervention of an introductory course

This study aims to explore whether an introductory undergraduate course in Public Administration might be an appropriate educational tool for enhancing public service motivation (PSM) among undergraduate students. A quasi-experimental design involves surveying participants both before and after the intervention (taking an Introduction to Public Administration course) to examine whether their levels of PSM increase as a result of the intervention. The hypotheses were tested by comparing 96 students exposed to an intervention (experimental group) with 166 students who were not exposed (control group). There was no significant change in the total score of PSM and its individual dimensions before and after the intervention in both groups, and so the Introduction to Public Administration course was not effective in enhancing the level of PSM. The implications and limitations of this quasi-experiment are also discussed.

Performance Estimation Modeling via Machine Learning of an Agrophotovoltaic System in South Korea
The Agrophotovoltaic (APV) system is a novel concept in the field of Renewable Energy Systems. This system enables the generation of solar energy via photo-voltaic (PV) modules above crops, to mitigate harmful impact on food production. This study aims to develop a performance evaluation model for an APV system in a temperate climate region, such as South Korea. To this end, both traditional electricity generation models (solar radiation-based model and climate-based model) of PV modules and two major machine learning (ML) techniques (i.e., polynomial regression and deep learning) have been considered. Electricity generation data was collected via remote sensors installed in the APV system at Jeollanam-do Agricultural Research and Extension Services in South Korea. Moreover, economic analysis in terms of cost and benefit of the subject APV system was conducted to provide information about the return on investment to farmers and government agencies. As a result, farmers, agronomists, and agricultural engineers can easily estimate performance and profit of their APV systems via the proposed performance model.

A Spatial Optimization Approach for Simultaneously Districting Precincts and Locating Polling Places
Voting is the most basic form of political participation. The agencies that are responsible for voting must delineate precincts and designate a polling place for each precinct. This spatial decision-making requires a strategic approach for several reasons. First, changes in the location of polling places induce transportation and search costs from the perspective of voters. Second, improving accessibility to polling places can increase turnout. Third, differences in the population sizes of precincts may produce biased voting results. Spatial optimization approaches can be a strategic method for delimiting precincts and siting polling places. The purpose of this paper is to develop a spatial optimization model, namely, the capacitated double p-median problem with preference (CDPMP-P), which simultaneously delimits boundaries of precincts and selects potential facilities in terms of mixed integer programming (MIP). The CDPMP-P explicitly includes realistic requirements, such as population balance, the spatial continuity of precincts, the preferences of potential facilities where polling places can be installed, and the possibility of allocating multiple polling places in one facility.

Seeking Solidarity between Protestant and Catholic Churches for Social Justice in Korea: The Case of the Korea Christian Action Organization for Urban Industrial Mission (Saseon) (1976–1989)
The Korea Christian Action Organization for Urban Industrial Mission (Hanguk-gyohoe-sahoeseongyo-hyeubuihoe (Saseon)) was an organization which devoted itself not only to the Korean democratization movement against the military dictatorship, but also to the movement for the improvement of the quality of life of laborers, farmers, and the urban poor from 1976 to 1989. Saseon, a joint organization of Protestants and Catholics, trained activists dedicated to democratization and the people&rsquo ; s right to life movements. The Protestants and Catholics of Saseon believed that participation in social movements was missionary work building the Kingdom of God on Earth, and that they could set a good example of solidarity with a common goal of social justice and a mission for the poor which transcended their theological differences. This paper will illuminate the cooperation between Korean Protestant and Catholic churches toward the common goal of social justice, focusing on the case of Saseon.
