Research purpose. The green economy may become a solution to the existing problems. The European Union must implement solutions related to the green economy in order to solve the existing ecological, economic and social problems in the region, such as pollution in the Baltic Sea region, inequality, greenhouse gas emissions, climate change and so on. It can be assumed that green economy evaluation research conducted in the scientific community does not always reflect the real situation, due to the lack of indicators or limited evaluation methodology. The aim of this article is characterized by academic literature to identify green economic development indicators and evaluate green economic development indices in three Baltic countries: Lithuania, Latvia and Estonia.

The Lithuanian farmers face with a huge need for information and counselling services to increase the competitiveness of farms and to increase farmers' ability to use the EU and Lithuanian government support funds for them. Farmers need to meet their needs of specific consulting services provided by various organizations and individual consultants in Lithuania. This raises the question: what are the most important factors for farmers choosing consulting services . Those are important for implications for consulting service business strategy and regulatory policies. Hypothesis - the most im- portant factors of farmers' selecting agricultural consulting services are the counselling content, the counselling technique and the length of counselling. The aim of the paper - to identify and investi- gate the factors influencing farmer s' preferences selecting agricul- tural consulting services. The analysis of these issues was a basis for empirical research in Lithuania. For the research completion, the methods of questionnaire survey were applied. The results of the study showed that the most significant factors forming farmers' pre- ferences selecting agricultural co nsulting services are consulting content and length of consulting. The regressive analysis enabled the research in causality of connections and revealed that there is present linear and statistically strong or very strong impact among these variables. Also there are pr esent direct and meaningful im- pacts: between counselling cont ent and farmers' age, between length of counselling and farmers' the level of education and the type of farming.

Due to the rapid development of technology, most authors emphasise the need for new or at least repeated research on intelligent transport systems ITS. The aim of this article is to evaluate the factors determining the development of ITS after theoretical substantiation. Research methodology – the primary data was collected from the following databases: Eurostat, OECD, World Bank. This study uses the analysis of scientific literature, expert survey, multicriteria assessment (SAW and COPRAS methods). Findings – the results of this article indicate which factors determine the development of ITS the most: investments, the aim to increase road safety, well-developed infrastructure. It also identifies which of the chosen for analaysis countries has the greatest potential for developing of ITS – Germany. Research limitations – firstly, due to the lack of statistics only eight countries are included and the period of analysis is only two years. Another limitation is that experts from only two countries completed the survey. Practical implications – research on the development of ITS is carried out in order to analyse the country that has the biggest opportunity to develop ITS and the factors affecting the mentioned development. The results can be beneficial for ministries of transport in different countries for planning the application of ITS. Originality/Value – current study contributes to the existing literature by examining the specific factors affecting the development of ITS that were not analysed earlier. This article differs from others as includes some Northern ,Western European and Baltic countries. Findings can be used by government in planning the installation of ITS to get the maximum benefit from it.
