The monograph examines the current problems of state policy of import substitution in the current conditions of the post-industrial economy. The essence and generalized theoretical ap- proaches to the genesis of theories of import regulation in open economies have been revealed, the tools of state regulation in import substitution policy have been systematized and the content of the modern concept of neo-industrial import substitution has been characterized with a definition of institutional obstacles to its development. The preconditions for the implementation of import substitution policy in key sectors of the Ukrainian economy have been studied. The current state of Ukraine's foreign trade has been analyzed and key problems of balancing the foreign trade balance have been identified. The causes and consequences of the growing import dependence of the do- mestic economy have been established. Considerable attention is paid to the areas of realization of import substitution potential in the context of building a national innovation system. The role of for- eign direct investment in ensuring structural transformations in the economy of Ukraine has been studied and the factors of deterioration of the investment climate in Ukraine have been determined. Based on the systematization of international experience, the risks and problems of neo-industrial development of countries that can affect the implementation of their import substitution strategies have been identified.

In the context of neo-protectionism and in terms of WTO membership, regulatory mechanisms for promoting the national producer and country's external expansion require an institutional basis. This paper primarily aims to explore the resource and institutional component in promoting Ukraine's exports to Chinese market and to identify the level of Ukraine's export promotion system effectiveness based on combinatorial approach, which includes the calculation of quantitative indicators of foreign trade in the form of international production and marketing cooperation and estimation of qualitative parameters of export promotion effectiveness. The empirical findings indicate following: high dynamism of increasing mutual trade volume; enlargement of trade flows asymmetry caused by the negative trade balance of Ukrainian economy; limited list of commodity groups of Ukrainian exports in mutual trade with China with stable relative advantages; dominance of low-value-added commodities among export priority groups; absence of beneficial effect of such a factor as "long-term partnerships" in the mutual trade flow. The paper reveals that national export promotion system in Ukraine can be characterized by low efficiency and strong potential for growth. The authors emphasize the importance of intensifying the projects and mechanisms of financial and investment support for exporters with increasing the level of their innovative orientation. Prospects for further research in this area are as follows: the assessment of macroeconomic effects from the introduction of export promotion tools for the national economy of countries of origin of goods and importing countries; detection of anticompetitive risks in the implementation of selective support programs for exporters.

The entire world community, since 2019, affected by the global pandemic COVID-19. The pandemic caused by this virus, led not only to significant human losses worldwide, but also imposed significant restrictions on the socio-cultural life of the population and radically changed the trends of the global economy and the further functioning of socio-economic systems. Now, huge economic losses have been recorded, which affected almost all sectors of the national economy and the state in the short, medium and long term. However, it is important to consider individual economic development forecasts and measures developed by the governments of the world's leading countries to overcome the negative effects of the COVID-19 pandemic. This will allow to form a real vision of the possible course of economic processes that will directly affect the living standards of the population and the restoration of socio-economic systems. To further restore the socio-economic system it is necessary to developing modern strategies and forecasts to ensure the effective functioning of economic entities through innovation, digitalization, marketing and use of competitive advantages in the consumer markets in conditions of limited resources, development promising sectors of the national economy, etc. The purpose of writing this scientific monograph is to substantiate the theoretical and methodological foundations, the formation new strategies for restoring socio-economic systems and overcoming the negative consequences of the caused by the COVID19 pandemic, taking into account changes and challenges in the modern world.
