The purpose of our study was to propose the measures necessary to promote industry-academic cooperation by investigating and analyzing factors affecting its performance Recently, the Korean government increased the budget available for industry-academic cooperation to help nurture industrial talent and promote industry-academic cooperation. In our study, the results of industry-academic cooperation for 48 universities that carried out the 5-year LINC development project from 2012 to 2016 were analyzed via panel analysis to identify any factors affecting the performance. Our analysis revealed that the organizational capabilities of the university—including the number of dedicated professors, the number of projects assigned, and the financial support—had a significant effect on technical commercialization. In addition, we found that the moderating effect of allied companies on the relationship between the organizational capabilities of universities and their technical commercialization was significant. However, the results of our analysis differed depending on university location. Universities in and around the Capital region benefited from their organizational capabilities and cooperation with allied companies. Based on the results of the analysis, we conclude that it is necessary to consider a variety of factors, including efficient support of the industry-academic cooperation budget and practical application of industry-academic cooperation systems.

Based on the resource dependence theory and the resource-based view, this study examined the impact of the resources and capabilities of government-funded research institutes (GRIs) on technology transfer. Panel analysis was performed on 21 GRIs in South Korea representing three mission types&mdash ; basic future leading, public infrastructure, and industrialization&mdash ; for the 2015&ndash ; 2019 period. The analysis confirmed that the factors affecting technology transfer performance differed among GRIs depending on their mission type. For basic future leading GRIs, the number of technology transfer cases was strongly associated with the number of research personnel, while there was a negative relationship between technology transfer and the total budget, the number of research publications, and the number of patent registrations. None of the variables affected the revenue from technology fees. Researchers at these GRIs appear to have a strong motivation for technology transfer, but the priority for resource allocation at the institutional level is the production of papers and patents rather than technology transfer. For public infrastructure GRIs, the number of patents held and the number of technology licensing office (TLO) personnel had a positive impact on the number of technology transfer cases, while none of the variables affected the revenue from technology fees. Thus, the number of patents is more favorable for technology transfer at this type of GRI compared to those that pursue a mission of basic future leading, possibly because their research focus is more related to engineering than to basic science. For industrialization GRIs, the number of TLO personnel affected the number of cases of technology transfer, and the number of patent registrations and TLO personnel affected the revenue from technology fees. The speed of technology development and industrial application is thus much faster in industrialization GRIs than in the other GRI types. The results of this analysis show that mission attributes are important drivers of technology transfer performance. This study thus offers policy implications by illustrating those different resources should be provided to different types of GRI to optimize their technology transfer performance.

Purpose: As the development of high technology, information and communications technology (ICT) and e-government has pursued improving efficiency, productivity, democracy, responsiveness and transparency in government, the demand for efficient government administration systems and government transparency has increased. Thus, this study aims to derive factors contributing to decreases in corruption based on a literature review, and to examine the relationship between e-government and government corruption through a cross-country analysis. Design/Methodology/Approach: This study first analyzed how government corruption in each country is influenced by e-government user status, governance, and regulations. With ICT and e-government development as mediating variables, the effects of various factors on government corruption were examined by country. That is, the mediating effects of ICT use and e-government development (telecommunication infrastructure, online service, e-participation) were assessed in order to define the relationship between users, governance, regulations and government corruption. This study ensured objectivity of data by utilizing statistics provided by credible organizations such as the Transparency International (TI), Organization for Economic Cooperation and Development (OECD) and United Nations (UN) and differs from past research in that it focused on the mediating effects of e-government. In this study, a cross-country analysis (with data from 120 countries), a three-step analysis of the mediating effects (Baron and Kenny, 1986) and a Sobel test (empirical analysis) were used. Results: The results of the analysis show a significant relationship between e-government user levels, governance, government regulation, and government corruption. In addition, the level of current ICT development and e-government partially mediated the effects of user levels, governance and government regulation on decreases in government corruption. These results show that the development of ICT and e-government mediate and contribute to a decrease in government corruption, and that increased utilization of ICT and monitoring government actions using such technologies will be one major factor in decreasing government corruption. Implications: These findings suggest an efficient and effective direction for future anti-corruption strategies in government policy making and implementation processes.

Korea's small- and medium-sized enterprises are desperate to improve their performance through engaging in technological innovation, due to the fierce competition prevalent in a low growth economic environment. However, most small- and medium-sized enterprises are having difficulty responding to changes in the economic environment due to the challenge of developing their own technologies and their limited resources. The aim of this study is to assess whether government financial support for R&D aimed at small- and medium-sized enterprises has contributed to improvements in their business management performance. The sample of this study was comprised of 105 KOSDAQ-listed small- and medium-sized enterprises with experience in technology development. The empirical analysis was conducted on the basis of the mediating effect measurement method of Baron and Kenny (1986). It was found that company technological innovation capabilities have a positive effect on management performance, and in particular, that the majority of companies that received government financial support for R&D have improved their management performance. Therefore, it is recommended that small- and medium-sized companies take an active part in various government R&D financial support programs and make efforts to strengthen their technological innovation in areas such as their product service and process innovation capabilities.

Recently, the defense budget, which includes the cost of purchasing weapons, has continuously and significantly increased in South Korea. This increase, which is entirely financed by the government, has raised the issue of the socioeconomic impacts of spending on the defense industry in areas, such as production, added value and job creation. In this regard, it is necessary to more accurately measure the impact of spending on the defense industry on domestic industry, but the Bank of Korea's industry inducement coefficient, which measures industrial spillovers, is quite limited in measuring the industry inducement impact caused by weapon production. Therefore, this study explores how to estimate the industry inducement coefficient of the production of a specific weapon by utilising the current Bank of Korea input–output table, which is focused on private industry, and applies this methodology to the estimation of the input–output coefficient of the production of a specific weapon. As a result of the analysis, the input–output coefficient of a specific weapon was estimated to be approximately 1.18 times higher than that of the products of similar industries in the private sector in terms of production, 1.03 times higher in terms of value-added and 1.03 times higher in terms of employment. This suggests that the effect of fostering domestic industry through weapon production is somewhat greater than that of private industry and proves the efficacy of government investment in this sector.

Mesenchymal stem cell (MSC) encapsulation technique has long been emerged in tissue engineering as it plays an important role in implantation of stem cells to regenerate a damaged tissue. MSC encapsulation provides a mimic of a three-dimensional (3D) in vivo environment to maintain cell viability and to induce the stem cell differentiation which regulates MSC fate into multi-lineages. Moreover, the 3D matrix surrounding MSCs protects them from the human innate immune system and allows the diffusion of biomolecules such as oxygen, cytokines, and growth factors. Therefore, many technologies are being developed to create MSC encapsulation platforms with diverse materials, shapes, and sizes. The conditions of the platform are determined by the targeted tissue and translation method. This review introduces several details of MSC encapsulation technologies such as micromolding, electrostatic droplet extrusion, microfluidics, and bioprinting and their application for tissue regeneration.
