The power sector is one of the most important infrastructural aspec ts of the Indian economy. But of late,it has been facing some serious problems such as old worn-out and poor distributi on network leading to frequent outages,skewed tariff structure,huge Transmission & Distribution (T &D) losses largely due to outright theft & unmetered supply,high LT/HT line ratio,overloaded DT/ Lines,lack of accountability at feeder level and in distribution setup of State Electricity Boards (SEBs). Henc e,the Government identified Distribution Reforms as the key area to bring about the efficiency & commerc ial availability into the power sector. The Government took various initiatives in this direction;one of these is the introduction of Accelerated Power Development Programme (APDP) in February,2000. Human rights are grand political philosophy of the modern times which have transcended national boundaries to become aspiration of humankind. Centred upon moral belief propelled on metaphysical moral assumption with its origin in Christianity pity and Enlightment discourse, however, human rights have become a sort of moral imperialism of our time which exclude and include humanity on the basis of coloniality of power. The combination of emotional/moral appeal and lack of conceptual clarity makes human rights immensely effective as a rhetorical tool and serve as a moral apparatus for humanitarian intervention into the third world countries. Both, the just war tradition and those who theorize the ethics of the law of armed conflict have taken moral and political reality of human rights seriously. Taking anti-foundational approach by challenging its main elements such as 'universality' and 'morality' this paper would argue that moral premises of human rights is flawed.

Metadata only record ; Approximately 70% of India's cultivated land is considered dryland. Much effort has been devoted to promoting water conservation for agricultural use. In 1984, a District Watershed Development Programme was begun in 19 watersheds in the state of Karnataka to put into practice findings from a previous pilot study funded by the World Bank. Results from the Mittemari Watershed are presented in this case study. The project is the result of collaboration and funding from the Government of Karnataka, University of Agriculture Sciences in Bangalore, the Indian Council of Agricultural Research, Central Research Institute of Dryland Agriculture (CRIDA), and the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT).

Looks at the appropriateness of development planning and policy for economic transformation in the countries of the Third World and especially India. Argues that the present malaise and disenchantment with planning has resulted from efforts to replicate the contemporary Western economic model with its overemphasis on industrialisation. As a result they have failed to take into account the powerful positive and negative effects of social, cultural, political and other noneconomic variables within their own countries. (GAW)
