This case provides an overview of the strengths and challenges associated with online survey design, through the lens of a specific project examining the ways in which community colleges in the United States are engaged in training frontline public health professionals. In 2014, I conducted an online (web-based) survey of a U.S. audience of community college leaders working in health professions education. Because there was little prior research in this particular area, the aims of the survey were largely exploratory and provided an opportunity to better understand the work of community colleges and the perspectives of those engaged in training health professionals. In the following case, I highlight the key phases of this project and reflect on the role of online surveys as a means of primary data collection.

AbstractClimate adaptation is context specific, and inclusion of diverse forms of knowledge is crucial for developing resilient social–ecological systems. Emphasis on local inclusion is increasing, yet participatory approaches often fall short of facilitating meaningful engagement of diverse forms of knowledge. A central challenge is the lack of a comprehensive and comparative understanding of the social–ecological knowledge that various stakeholders use to inform adaptation decisions. We employed cultural consensus analysis to quantitatively measure and compare social–ecological knowledge within and across three stakeholder groups: government employees, researchers, and local residents in rural coastal Maryland. The results show that 1) local residents placed more emphasis on addressing socioeconomic and cultural changes than researchers and government employees, and 2) that the greatest variation in social–ecological knowledge was found among local residents. These insights yielded by cultural consensus analysis are beneficial for facilitating more inclusive adaptation planning for resilient social–ecological systems.

In 2017, U.S. damages from natural hazard events exceeded $300B, suggesting that current targets for building performance do not sufficiently mitigate loss. The significant costs borne by individuals, insurers, and government do not include impacts from social disruption, displacement, and subsequent economic and livelihood effects. In 2016, Congress mandated the National Institute of Standards and Technology (NIST) develop a report (NIST SP 1224) describing the research needs, implementation activities, and engineering principles necessary to improve the performance of residential and commercial buildings subjected to natural hazards. An Immediate Occupancy Performance Objective (IOPO) could help preserve building and social functions post event, minimizing physical, social, and economic disaster. The stakeholder-informed NIST report sets forth items needed for multi-hazard building design that can support enhanced resilience decision-making. This paper highlights the social and economic considerations that require additional research, particularly with regard to feasibility and potential impacts from an IOPO. These topics must be considered prior to and throughout the IOPO technical development and community implementation processes to ensure better outcomes after natural hazard events.
