The relationship between political leaders and public administrators is a layered and multi-dimensional phenomenon influenced by both organizational characteristics and personal qualities and skills. Continuous reforms of local government structures lead to changes in the interaction between these key actors. The purpose of this article is to investigate if different interaction patterns of political leaders influence how they perceive their duties as political leaders. The empirical data was collected by a questionnaire from political leaders in six local government organizations in Finland. The political leaders were then grouped into three using factor analysis and k-means clustering according to their interaction styles in their positions in the strategic level decision-making. The further analysis utilized contingency tables. The results suggest that the three groups among the political leaders think and act in different ways. The differences are not based on political opinions, but on attitudes towards the decision-making process and the political leaders' modus operandi. There are also differences what the political leaders find most difficult in their duties. These groups form one more layer in modern local government decision-making. Recognizing the different patterns of interaction may help us to better understand the dynamics of strategic management in the local government.

The rapid change of local government operating environment shapes the interaction between political leaders and public administrators, who work in the constant riptide of service responsiveness and economic pressure. We investigate the relationship between political leaders and public administrators in the local administration of social and health services. The patterns and pictures are examined empirically, with data gathered from strategic-level political leaders and public administrators in six Finnish local government organisations. The analysis applies multivariate methods. The results suggest that there are different groups among the political leaders. The differences are not based on political opinions, but rather on the attitudes towards the decision-making process, also the views on local government decision-making processes differ between the groups. The rapid contextual change experienced in the public organisations requires a fast and well-informed response from political leaders and public administrators; even political differences can be pushed aside in this turbulent operating environment.

Purpose
The purpose of this paper is to investigate opportunities and challenges for multi-professional paramedic-firefighter units in small municipalities in Finland.


Design/methodology/approach
The data were collected by means of four focus group interviews conducted with managers (N =12) and a questionnaire comprising open-ended questions for the personnel working in the units (n =73). Data from both sources were analyzed using inductive content analysis.


Findings
The empirical results suggest that the use of multi-professional units (MPUs) may be one means of providing a better standard of service in rural areas. However, the working practices and different professional backgrounds in MPUs are considered challenging by the personnel. Managers had a broader perspective; during the interviews they raised matters such as citizen characteristics, legal issues like varying working hours, and economic aspects. Both the personnel and the managers agreed on the strengths and weaknesses of the MPU model in principle.


Practical implications
The results of this study may clarify the opportunities and challenges posed by MPUs in rural areas from the perspectives of personnel and managers.


Originality/value
The study provides novel information on MPUs comprising paramedics and firefighters, who function at the interface of emergency medical services and rescue services and who have new tasks in rural areas, including home healthcare support and accident prevention.

This practitioner paper is based on the need to make sense of UN Agenda 2030 and Sustainable Development Goals (SDGs) at the city level and in an urban context. We examine the need to explain how to utilise the SDGs in strategic, tactical and operative urban development. We find that there are knowledge and practise gaps in how to localise SDGs in the urban context. This need and the lack of existing tools has led to the development of a strategic sensemaking process, which has been tested and developed with municipal and other practitioners, locally and globally. The paper presents findings from this process of development and from implementation pilots, including an SDG Sensemaking Tool (SST), a step by step iterative procedure to address these gaps. The main focus of this paper is the SDG Sensemaking process, which relies on analysing SDGs in relation to any given phenomena or project within or outside a city. The first results in this work-in-progress show that it contributes to an understanding on the complexity of how SDGs are related to the analysed phenomena, and catalyses the SDG localisation process, which helps make sense of how to navigate and measure progress in such complex environments. More research and applications are, however, needed, so as to further understand how urban governance can meet holistic, sustainable-development needs. Future work will, firstly, comprise further integrating SDGs into city-level strategies with a focus on the local, regional, national, and global impact on sustainable development and the actualisation of SDGs, and secondly, on further developing SST so that it can serve these purposes.
