The prevailing trend of treating voting-rights as a privilege for citizens has been challenged by a lively debate among democratic theorists. Growing numbers of resident non-citizens and non-resident citizens are likely to make voting-rights regulations more politically salient. Yet, these issues are largely missing in studies of public opinion and little is known about the support for the citizenship-requirement and its more or less democratic alternatives. Informed by normative democratic theory, this article opens the research field by conducting the first comprehensive study of attitudes toward competing requirements for voting-rights, using a conjoint experiment on a nationally representative sample of U.S. citizens. The results indicate that considerable proportions of respondents support a residency-requirement and a democratically dubious economic contribution-requirement, restricting voting-rights to taxpayers only. Nevertheless, the current citizenship-requirement is supported by a majority across sociodemographic groups, indicating sociological legitimacy of the current order and some but limited leeway for changes.

The preliminary conclusion is that both principles are able to capture relations of domination between the democratic state and the people controlled by it in the relevant sense. Yet, the state has virtually unlimited powers to control residents, but only limited powers to interfere in the lives of non-residents. Republican aspirations are therefore more in tune with the all-subjected principle according to which only residents in the territory of the state should be granted rights to political participation.

AbstractMachine learning algorithms (ML) are increasingly used to support decision-making in the exercise of public authority. Here, we argue that an important consideration has been overlooked in previous discussions: whether the use of ML undermines the democratic legitimacy of public institutions. From the perspective of democratic legitimacy, it is not enough that ML contributes to efficiency and accuracy in the exercise of public authority, which has so far been the focus in the scholarly literature engaging with these developments. According to one influential theory, exercises of administrative and judicial authority are democratically legitimate if and only if administrative and judicial decisions serve the ends of the democratic law maker, are based on reasons that align with these ends and are accessible to the public. These requirements are not satisfied by decisions determined through ML since such decisions are determined by statistical operations that are opaque in several respects. However, not all ML-based decision support systems pose the same risk, and we argue that a considered judgment on the democratic legitimacy of ML in exercises of public authority need take the complexity of the issue into account. This paper outlines considerations that help guide the assessment of whether a ML undermines democratic legitimacy when used to support public decisions. We argue that two main considerations are pertinent to such normative assessment. The first is the extent to which ML is practiced as intended and the extent to which it replaces decisions that were previously accessible and based on reasons. The second is that uses of ML in exercises of public authority should be embedded in an institutional infrastructure that secures reason giving and accessibility.
Background: The Covid-19 pandemic has had unprecedented effects on individual lives and livelihoods as well as on social, health, economic and political systems and structures across the world. This article derives from a unique collaboration between researchers and museums using rapid response crowdsourcing to document contemporary life among the general public during the pandemic crisis in Sweden. Methods and findings: We use qualitative analysis to explore the narrative crowdsourced submissions of the same 88 individuals at two timepoints, during the 1(st) and 2(nd) pandemic waves, about what they most fear in relation to the Covid-19 pandemic, and how their descriptions changed over time. In this self-selected group, we found that aspects they most feared generally concerned responses to the pandemic on a societal level, rather than to the Covid-19 disease itself or other health-related issues. The most salient fears included a broad array of societal issues, including general societal collapse and fears about effects on social and political interactions among people with resulting impact on political order. Notably strong support for the Swedish pandemic response was expressed, despite both national and international criticism. Conclusions: This analysis fills a notable gap in research literature that lacks subjective and detailed investigation of experiences of the general public, despite recognition of the widespread effects of Covid-19 and its' management strategies. Findings address controversy about the role of experts in formulating and communicating strategy, as well as implications of human responses to existential threats. Based on this analysis, we call for broader focus on societal issues related to this existential threat and the responses to it.

Family migration constitutes by far the largest form of entry into countries with established democracies. Yet, it remains widely neglected in the literature on public attitudes. One of the key challenges in researching this topic is its inherent complexity. Family migration involves not only the claims of outsiders seeking entry, but also those of insiders wishing to reunite with family members. To address both dimensions simultaneously, we designed a conjoint survey experiment using an innovative dyadic approach. Respondents were presented with hypothetical cases of aspiring family migrants, alongside their respective family members already residing in the destination country. Key attributes, such as financial resources and types of family relationships, were randomized for each pair. We conducted the survey with 5,000 respondents across France, Germany, Italy, Sweden, and the United Kingdom. Our results suggest that respondents pay close attention to the characteristics of the incoming family migrant, such as language skills, while also being concerned with the economic resources of the family member already residing in the destination country. These findings indicate that research on public attitudes cannot treat family reunification as just one among many immigration motives. Study designs must also systematically account for the status of the family member already living in the destination country.
