Technology and Political Decision in Soviet Armaments Policy

The primary aim is examination of the processes of technological innovation in Soviet arms policy in the context of the current discussions about arms race dynamics. The question is one of how arms policies are to be explained; in terms of interaction between nation-states or of an Eigendynamik? It is a common assertion in & outside of the USSR that technological change is subordinated in the USSR to close political control. This proposition is examined by looking at the institutional framework of the armaments complex & at the processes of innovation themselves. Innovation in military technology has been relatively successful because of the high priority given to it by political leadership in terms of organizational arrangements, resources, & attention. Despite recent efforts to create roles & institutions with an interest in innovation, this is still the case. In this way, innovation is dependent upon political decision. This position may be inadequate however, since it pays little heed to the forces that guide the formation of political decision, & to the structural basis of existing priorities. This analysis can only be a beginning for studying the Soviet armaments complex: there must be more research & analysis on the dynamics of the arms race & the development of the Soviet social system. 4 Tables, 1 Figure.
