This paper critically examines the impact of decentralisation on contemporary and future governance arrangements in Ghana's artisanal and small-scale mining (ASM) sector. The sector, while providing valuable employment in rural areas, is beleaguered by environmental and social issues. Proponents of decentralisation argue that re-distributing decision-making authority leads to more responsive, transparent and efficient natural resource management. The analysis presented here, however, demonstrates how weak decentralisation has exacerbated the complex, conflictual and clandestine nature of local resource politics surrounding ASM. If future decentralisation reforms are going to reverse this trend and improve the governance of ASM in Ghana, then facilitating the participation of traditional authorities is imperative. It is argued that doing so requires addressing the reticence regarding the role of chiefs in resource governance; simply ironing out existing technical issues with decentralisation reforms is unlikely to improve the social and environmental performance of ASM in the country. In light of the chronic resource management deficiencies in Ghana, epitomised in the ASM sector, fostering frank political debates on resource governance is becoming urgent.

Artisanal and small-scale mining (ASM) is an activity intimately associated with social deprivation and environmental degradation, including deforestation. This paper examines ASM and deforestation using a broadly poststructural political ecology framework. Hegemonic discourses are shown to consistently influence policy direction, particularly in emerging approaches such as Corporate Social Responsibility and the Forest Stewardship Council. A review of alternative discourses reveals that the poststructural method is useful for critiquing the international policy arena but does not inform new approaches. Synthesis of the analysis leads to conclusions that echo a growing body of literature advocating for policies to become increasingly sensitive to local contexts, synergistic between actors at difference scales, and to be integrated across sectors.

The growth of mining activities in Africa in the last decade has coincided with increased attention on the fate of the continent's forests, specifically in the contexts of livelihoods and climate change. Although mining has serious environmental impacts, scant attention has been paid to the processes which shape decision-making in contexts where minerals and forests overlap. Focussing on the illustrative case of Ghana, this paper articulates the dynamics of power, authority and legitimacy of private companies, traditional authorities and key state institutions in governing mining activities in forests. The analysis highlights how mining companies and donors promote a neoliberal model of resource management which entrenches their ability to benefit from mineral exploitation and marginalises the role of state institutions and traditional authorities in decision-making. This subsequently erodes state authority and legitimacy and compounds the contested nature of traditional authorities' legitimacy. A more nuanced examination of foundational governance questions concerning the relative role of the state, traditional authorities and private interests is needed.

This paper presents an assessment of the potential trade-offs between social, economic and environmental objectives when upscaling and integrating climate-smart agriculture (CSA) with integrated catchment management (ICM) at landscape level, with a case study in Malawi. In a workshop, government and NGO representatives and experts assessed trade-offs between the goals of ICM and CSA under four different scenarios of climatic and economic changes. The paper presents a novel combination of scenarios and a trade-off matrix exercise to critically evaluate trade-offs between CSA and ICM and link these to policy challenges and interventions. Our analysis shows that the compatibility of CSA and ICM policies depends on future climatic and economic developments, with a higher prevalence of perceived trade-offs in futures with low economic growth and high climate change. CSA was expected to have limited effect on reducing inequalities and investment in literacy and skills development are critical to ensure that marginalised groups benefit from CSA.

This chapter assesses the implications of UN SDG 16: 'Peace, Justice and Strong Institutions' for both forests and people. Particular focus is placed on three thematic areas: 1) peace and the reduction of armed conflict, 2) the rule of law, accountability, transparency, and access to justice and 3) inclusiveness and participation. Conflict is widely variable in its effects, and may either prevent agricultural expansion or drive illicit crop production, and foster migration in or out of forested areas; while peace is often accompanied by state-supported mining and expansion of commercial crops. Regarding rule of law, forest policy in many countries favours political elite, large-scale industry actors and international trade. Hence, if SDG implementation strengthens state institutions, the 'rule of law' and transparency linked with international trade, it is likely to reinforce existing inequalities, unless it is counter-balanced with legal reforms that strengthen local rights to land and resources. While there has been much recent progress in promoting 'participatory' forest management, this is often tightly controlled by the state, contributing to local administrative burdens without redistributing power and benefits. In sum, the impacts of SDG 16 on forests and people depend on how it shapes power and resource distribution.

Climate resilient development has become the new paradigm for sustainable development influencing theory and practice across all sectors globally—gaining particular momentum in the water sector, since water security is intimately connected to climate change. Climate resilience is increasingly recognised as being inherently political, yet efforts often do not sufficiently engage with context-specific socio-ecological, cultural and political processes, including structural inequalities underlying historically produced vulnerabilities. Depoliticised approaches have been shown to pose barriers to concerted and meaningful change. In this article, world-leading water specialists from academic and practitioner communities reflect on, and share examples of, the importance of keeping people and politics at the centre of work on climate resilient water security. We propose a roadmap to meaningfully engage with the complex politics of climate resilient water security. It is critical to re-politicise climate resilience to enable efforts towards sustainable development goal 6—clean water and sanitation for all.

In a context of both long-term climatic changes and short-term climatic shocks, temporal dynamics profoundly influence ecosystems and societies. In low income contexts in the Tropics, where both exposure and vulnerability to climatic fluctuations is high, the frequency, duration, and trends in these fluctuations are important determinants of socio-ecological resilience. In this paper, the dynamics of six diverse socio-ecological systems (SES) across the Tropics – ranging from agricultural and horticultural systems in Africa and Oceania to managed forests in South East Asia and coastal systems in South America – are examined in relation to the 2015–16 El Niño, and the longer context of climatic variability in which this short-term 'event' occurred. In each case, details of the socio-ecological characteristics of the systems and the climate phenomena experienced during the El Niño event are described and reflections on the observed impacts of, and responses to it are presented. Drawing on these cases, we argue that SES resilience (or lack of) is, in part, a product of both long-term historical trends, as well as short-term shocks within this history. Political and economic lock-ins and dependencies, and the memory and social learning that originates from past experience, all contribute to contemporary system resilience. We propose that the experiences of climate shocks can provide a window of insight into future ecosystem responses and, when combined with historical perspectives and learning from multiple contexts and cases, can be an important foundation for efforts to build appropriate long-term resilience strategies to mediate impacts of changing and uncertain climates.
