Purpose. In New Zealand, the School Travel Plan (STP) program was developed to increase school-related active travel rates and decrease traffic congestion. The plan was developed through collaboration among the school, community, and local council. The STP was tailored to each school's specific needs and incorporated educational initiatives, physical infrastructural changes in the vicinity of schools, and policy development. The purpose of this study was to determine the effectiveness of the STP program in changing school travel modes in children. Design. Effectiveness was assessed by determining the difference between pre-STP and follow-up travel mode data in schools. The differences were assessed using multilinear regression analysis, including decile (measure of socioeconomic status), school roll at baseline, and STP year of implementation as predictors. Setting. Thirty-three elementary schools from the Auckland region participated in the study. School size ranged from 130 to 688 students. Subjects. The final 2006 sample consisted of 13,631 students. Measures. On a set day (pre- and post-STP), students indicated their mode of transport to school and intended mode for returning home that day. Results. Differences are reported as percentage points: there was an increase in active transport by 5.9% ± 6.8% when compared to baseline travel modes. School roll, STP year of implementation, and baseline values predicted engagement with active transport. Conclusion. Preliminary findings suggest that the STP program may be successful in creating mode shift changes to favor school-related active travel in elementary-school children.

peer-reviewed ; Background: Despite national-level initiatives to encourage active transport (AT) in New Zealand since 2005, rates of AT have continued to decline in most parts of the country, with negative impacts on health and the environment. This article describes the development of key policy recommendations for increasing AT in New Zealand. The goal was to establish a cohesive set of priority recommendations to inform AT decision-making in central and local government, district health boards, public health units and regional sports trusts in New Zealand. Project description: The development of policy recommendations was a planned outcome of multisectoral discussions held at The Active Living and Environment Symposium (TALES; Dunedin, New Zealand; February 2019). A ten-member working group consisting of TALES symposium delegates working in academia, industry and non-governmental organisations led the development of the recommendations. Symposium delegates contributed their expertise to draft recommendations and reports prior to, during and after the symposium. Importance and feasibility of each recommended action were independently evaluated by working group members. The final set of 13 policy recommendations (and 39 associated actions) included: making a national-level commitment to change; establishing a nationally coordinated and funded programme of education and promotion of AT; making a commitment to design cities for people, not cars; and developing a regulatory system that encourages AT. The report aligns with the current New Zealand government's increased focus on wellbeing, walking, cycling, public transport and the Vision Zero approach. A final report was officially launched in April 2019 with presentations to stakeholders April-May 2019. Background Physical inactivity across the lifespan remains a public health issue for many developed countries. Inactivity has contributed considerably to the pervasiveness of lifestyle diseases. Government, national and local agencies and organizations have been unable to systematically, and in a coordinated way, translate behavioral research into practice that makes a difference at a population level. One approach for mobilizing multi-level efforts to improve the environment for physical activity is to engage in a process of citizen science. Citizen Science here is defined as a participatory research approach involving members of the public working closely with research investigators to initiate and advance scientific research projects. However, there are no common measures or protocols to guide citizen science research at the local community setting. Objectives We describe overarching categories of constructs that can be considered when designing citizen science projects expected to yield multi-level interventions, and provide an example of the citizen science approach to promoting PA. We also recommend potential measures across different levels of impact. Discussion Encouraging some consistency in measurement across studies will potentially accelerate the efficiency with which citizen science participatory research provides new insights into and solutions to the behaviorally-based public health issues that drive most of morbidity and mortality. The measures described in this paper abide by four fundamental principles specifically selected for inclusion in citizen science projects: feasibility, accuracy, propriety, and utility. The choice of measures will take into account the potential resources available for outcome and process evaluation. Our intent is to emphasize the importance for all citizen science participatory projects to follow an evidence-based approach and ensure that they incorporate an appropriate assessment protocol.
