Following the renewed interest in the role of motherhood in Germany, a wave of articles and books has recently reassessed the women's movement of the 1970s. The author Julia Franck, winner of the 2007 German Book Prize, is an active participant in these discussions, not only in speeches and essays but also in her works of fiction. In telling the story of an unwilling mother, her latest novel, Die Mittagsfrau (Lady Midday, 2007), both participates in and fundamentally undermines the terms of the motherhood debates. In this essay I contextualize Franck's work within popular discourse around feminism, focusing in particular on Franck's own term "female sobriety," which she uses to characterize her style of writing and that of many female colleagues. Based on Silvia Bovenschen's theory of a feminine aesthetic, "female sobriety" is just one facet of Franck's engagement with women's issues and feminist theory. (AMH)

ESPON project 2.3.2Governance of Territorial and Urban Policies from EU to Local Level holds an important position in the definition and elaboration of a common ground for investigating the institutional, instrumental ans procedural aspects of territorial and urban policies in Europe. The project focuses on the question how effective different systems are, e.g. considering a policy mix of spatial planning (in different forms implemented by Member States), local government powers and taxation policy in defining common spatial development strategies and objectives such as a polycentric urban system, balancing urban-rural needs, reviving derelict urban areas, urban regeneration, sustainable management of the natural and cultural assets. In that perspective, an analysis based on a comparative review of the instruments used, and stakeholders involved in various policy areas and processes, is being undertaken to draw some valuable conclusions of practical relevance on governance. The report sums up the main overall findings of the ESPON 2.3.2 project and presents in more detail the contributions delivered by IRPUD. The structure of this report is as follows. Part 1 summarizes the project in terms of research aims, hypotheses and key findings. The following parts present research work done by IRPUD. It starts with a German National Overview on the application of governance practices (part 2) and two case studies for urban and territorial governance (part 3). The second half of the report presents on a quantitative analysis of several indicators. Part 4 on data and indicators discusses data quality and develops the quantitative approach for measuring governance. In part 5 the report draws a synthesis of governance trends identified in the national case studies.

This report is a response to a request by the 2003 Agriculture Council, for a review of rural employment, particularly in relation to young people and women, in order to assess thecontribution of the reformed Common Agricultural Policy (CAP) and the new Rural Development Regulation (RDR) towards meeting the employment objectives agreed at the 2000 Lisbon Council (70% employment rate overall and 60% female employment rate by 2010).2. This immediate policy context, together with the 2004 enlargement, are set against a background of more gradual, but nonetheless far-reaching, changes in the role of agriculture, demographic and social changes, and the realignment of the rural economy.3. The objectives set for the report are therefore both empirical, - to set out a clear, comprehensive and up-to date picture of the European rural labour market, - and evaluative, - by addressing the fundamental issue of the extent to which these trends, are likely to help (or hinder) the EU meet itsLisbon employment objectives. A specific policy dimension is added by the requirement to investigate the role which the reformed CAP (Pillar 1 and Pillar 2) is likely to take in this process
