Zimbabwe, like other Southern African countries, is undergoing legislative, political and administrative change in its water sector. This reform process is responding to international concerns of growing water scarcity and the needs for sustainable development. Among the national concerns are inequalities in water distribution, growing water needs for development and reductions in government spending for water management. In this analysis the authors examine the relationship between commercial and primary water use in the light of the interplay between international, national and local systems of water control and distribution.
