Making Policy in a Vacuum: The Case of Labor Relations

A great number of legislative, judicial, & administrative policies regarding US labor relations have been seriously defective because they have been created in the absence of precise, definitive, persuasive, & accurate information. Academic researchers in this area too often have fallen into the error of forgetting that, while data are commonly recognized as an ingredient of policy making, it is equally true that politics affect the creation & distribution of data -- notably government data. The objectivity & accuracy of such government figures as labor union membership & finances are criticized, & the critical problem of scholars approaching the field of labor relations from the standpoint of outdated, mythological, or biased conceptual frameworks, discussed. Economists have failed to agree upon what unions as organizations seek to maximize; political scientists have ignored the informal role of unions in politics; & sociologists have yet to develop any usable propositions about the social functions of unions. The only solution is to circumvent the propaganda & begin asking the searching questions that good policy making demands. AA.
