This study aims to analyze the Accountability of Career Development of State Civil Apparatus in Maybrat Regency. Judging from the aspects of transparency, liability, controllability, responsibility and responsiveness. This research was conducted at the Agency for Personnel and Human Resources Development, Maybrat Regency. The research method used is descriptive qualitative. Data collection techniques using in-depth interviews, observations and documentation studies. While the data analysis techniques used are data condensation, data presentation, verification and drawing conclusions. The results of this study indicate that the Accountability of State Civil Apparatus Career Development in Maybrat Regency in the aspect of Transparency is transparent enough, but in terms of the Liability dimension it has not been fully implemented because there are several obstacles faced by the BKPSDM of Maybrat Regency, and in the Controllability dimension of State Civil Apparatus career development accountability in Maybrat Regency has in accordance with the BKPSDM's main task and responsibility, while in terms of accountability, career development, State Civil Apparatus in Maybrat Regency has followed the applicable rules regarding personnel management, as seen from the BKPSDM, Maybrat Regency, has received an award from BKN, while for the Responsiveness dimension of Accountability of State Civil Apparatus Career Development, Maybrat Regency is seen from the presence of the program includes echelons for DIKLATPIM.

Career development for the State Civil Apparatus in the Pangkajene Islands Regency is still very limited due to the limited budget of the local government. Finally, not all employees have the opportunity to develop their competencies. The final impact is that the career development strategy for the State Civil Apparatus is hampered by the organization's access to the available government budget. This research uses a qualitative method with a case study type. This is intended to be able to provide a systematic, factual and actual description of the object under study, namely the development of competency-based career development management for State Civil Apparatus in Pangkajene Islands Regency. The data analysis technique used is sequential data analysis technique. The analysis is carried out after data has been collected through a survey, interviews and direct observations in the field will be carried out. The results of the study found that the regional secretariat had a vision and derivative strategy in career development but did not have a comprehensive competency mapping as the basis for actualizing these strategies in order to achieve the need for competitive advantage. The absence of competency mapping will trigger weak management and supervision of career development and become a factor in organizational failure in providing opportunities for adequate employee competencies to adapt to changing situations in the future. biased information about appropriate competencies for the organization.

Puskesmas (Community Health Center) is a public organization that is tasked with providing the best health services to the people who live in 139 villages and 5 sub-districts in Jayapura Regency. In fact, Community Health Center are not optimally performing their duties and functions because they experience delays in their human resources, supporting facilities, poor management of Community Health Center, no clear regulatory support and a lack of budget availability to support Community Health Center operations in their services. The problem in this research is How to Strengthen the Organizational Capacity of Puskesmas in Improving Health Services in Jayapura District? The purpose of this study was to analyze the Strengthening of Public Health Center Organizational Capacity in improving health services in Jayapura Regency. This research is expected to contribute to the Jayapura Regency Government, through the Health Office and in particular for Community Health Center as regional technical implementation units to improve the Organizational Capacity in Improving Health Services in Jayapura Regency. The results showed that the Organizational Capacity of Puskesmas can be improved by strengthening management governance, incentive systems, facilities, leadership, organizational culture, communication, and organizational structure.
