Analyzes the institutional & ideological shifts in the 1990s within Palestinian mass movements in occupied territories. Following the mass movement's withdrawal from affiliation with the Palestine Liberation Organization & Palestinian Left, nongovernmental organizations (NGOs) were organized to help create a civil society. Some NGOs believe that in addition to maintaining a watch on the Palestinian National Authority's power, they are solely responsible for mobilizing a grass-roots resistance against Israel & the unjust Oslo agreement. Other NGOs support public transformation through advocacy training. Neither will create the democratic societies that they envision. S. Jameson
