Until recently, the Ethiopian government's investment did not systematically target high potential areas for agricultural intensification, limiting the potential productivity gains. Waterlogged vertisols, which cover about 2.7 million hectares in the Ethiopian part of the Blue Nile Basin, are among the high potential soils where management interventions could result in positive impacts. This study utilized soil, climate, crop and livestock productivity data and models to demonstrate intensification strategies which can increase crop-livestock system productivity. To understand the effects of alternative land use and water management interventions on water productivity, the areas have been classified into three drainage status depending on slope classes. Accordingly, non-drainable (0–2%), drainable (2–5%) and naturally drained (>5%) respectively, represented areas where artificial drainage is not feasible, where drainage using broad bed and furrows (BBF) is recommended, and areas where water logging is not a problem and no intervention is needed. Early planting of wheat (Triticum spp.) on BBF instead of the traditional late planting on flat beds in drainable areas and rice (Oryza sativa) cultivation instead of the traditional extensive grazing or growing grass-pea (Lathyrus sativus) on the flat areas provide viable alternative cropping options. Yield data of the crops and biomass of the native grass were obtained from research stations inthe area while the effective rainfall and crop water requirement were estimated using CROPWAT Model.The value of the native grass and crop straw as livestock feed was estimated based on previous works.With respect to effective rainfall, the water productivity increase due to BBF over the control ranged from 5% to 200%, with an average increase of 57%. Despite higher water consumption of rice, feeding its residues to livestock enhanced the overall economic water productivity of the system as compared to the natural grazing or grass-pea cultivation. This can be accounted for by higher rice biomass productivity and the greater demand for its grain. The study demonstrated that draining the excess water when the slope allows, growing suitable high value crops on non-drainable areas, and integration of livestock into improved land and water management enhance overall agricultural system water productivity.

This study was conducted in Lake Hawassa catchment, Ethiopia where policy programs are aiming to restore degraded lands with participation of local stakeholders. We assessed the system in relation to natural resource management and degradation using the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) conceptual framework and conducted a stakeholder analysis to understand stakeholder interest, influence and interactions amongst the different categories of stakeholders. Data were collected using key informant interviews, field observation and a literature review. Results indicate that the degradation of natural resources in the catchment is attributed to several interlinked socio-economic and biophysical factors. Identified stakeholders include government and non-governmental organizations, local administrative bodies, civil society, the private sector and farmers. Most of the stakeholders have a role in landscape restoration, have similar interests and strategic options, and are flexible and innovative. Moderate to pronounced trust exists among identified stakeholders and could provide an opportunity to achieve better coordination and collective action amongst the different stakeholders. However, considerable differences between stakeholders in power, power resources and influence were detected due to differences in access to information, communication and negotiation skills, practical relevance, and social relations. The costs for empowerment measures could be low, as many of the stakeholders have access to and control of resources and high level of basic competencies. Our findings could guide practitioners and policy makers on whom and how to engage when planning and implementing natural resources management and landscape restoration interventions at catchment level.

Irrigation expansion is a critical development intervention to address food security challenges in Ethiopia. However, only a fraction of the country's irrigation potential has been utilized so far. Information about the location and spatial extent of irrigated and rainfed areas is an important requirement for sustainable water resources development and agricultural planning. Currently, considerable variations exist in the irrigated area estimates made by different government agencies. In addition, irrigated area maps created as part of global mapping efforts have a spatial resolution of anywhere between 10 kilometers and 250 meters, making them too coarse for planning and management at a subnational scale. This study aims to develop an irrigated area map of Ethiopia using satellite images to support agricultural water management practices in the country, using multi-temporal, multi-resolution data sets from 2015 to 2016 with a spatial resolution of 30 m. The total area of croplands was estimated as 21.8 million hectares (Mha), of which only 1.11 Mha were mapped as the irrigated area. This is only around 5% of the estimated total agricultural area. The accuracy of the results was evaluated using geographic coordinates of irrigated areas provided by the Ethiopian Ministry of Agriculture. The results confirmed that irrigated areas can be identified reasonably well by analyzing seasonal trends in vegetation and moisture levels.

Fixing and implementing water charges in the irrigation sector is considered an important task for recovering operation and maintenance costs and promoting the efficient use of water. This study aims at developing an implementation strategy for water charges in the Central Rift Valley, Ethiopia. The study sets the agenda for this strategy by explaining why promoting the concept of fixing irrigation charges is necessary. Then it develops a conceptual framework, draws key lessons from global experiences, explores whether the new pricing policy is well aligned with national water policies and the roles and responsibilities of various actors and stakeholders involved, and identifies the factors for the successful implementation of this strategy. The study is mainly qualitative in nature, based on a review of the literature and consultations of key stakeholders. The study results call for clearly defining the key objectives of the policy, political commitment, and community participation, re-examining the role of institutions, capacity building, and establishing a multistakeholder platform. Basin-level implementation of this policy requires piloting and maintaining policy dynamics through adaptive management. The results provide generic lessons for other basins within Ethiopia and for sub-Saharan Africa (SSA).

AbstractThis study undertook an assessment and gap analysis of the institutional arrangements for improved land and water management in the Tana and Beles Sub‐basins highlands of the Blue Nile Basin. We explored the mandates and design features of the major land‐ and water‐related institutional arrangements. Focus group discussions, key informant interviews, and a literature review were used in the analysis.The results of our work reveal that a lot of progress has been made in creating an institutional framework for improved land and water management and the policies and laws hitherto developed reflect global policy changes consistent with the widespread adoption of the integrated water resources management (IWRM) principles. There are also cases where informal institutions replace formal institutions. Judged by their enforcement, the water resources management, pollution control standards, and regulations and land use rights are not enacted effectively because of poor enforcement capacity. Overall there is a tendency to focus on command‐and‐control type policies. There is a need to strengthen traditional institutions by drawing lessons from their strengths and establish the legitimacy of these institutions. There is also a need to improve formal policy design, developing policies with specific objectives, goals, targets, and overall institutional changes and resources through active adaptive management to maximize the level and effectiveness of institutional learning. Finally, more focus needs to be given to incentive‐based policies through increased use of positive incentives and more emphasis needs to be given to self‐enforcement rather than third‐party enforcement.

Colombo, Sri Lanka: International Water Management Institute (IWMI). ; Transboundary water resource governance is premised on equitable water and water-related benefit sharing. Using the case of the Blue Nile (Ethiopia and Sudan), we explore the conceptual issues that need consideration in the crafting of cross-border cooperation within the water sector. First, drawing on global experiences with transboundary water management, we evaluate how upstream and downstream concerns are addressed by transboundary water management institutions. Second, we explore the kinds of institutional design and the issues which need to be considered to result in ?win-win? scenarios for both upstream and downstream users, as well as the mechanisms of benefit sharing negotiated amongst different stakeholders. Third, we examine ways of addressing equity and livelihoods in transboundary institutional arrangements. Finally, we attempt to assess how transboundary institutions can address broader historical, political and economic issues and their implications for sustainable transboundary water governance. This paper raises key issues that need to be addressed in establishing transboundary governance institutions.

This roadmap is developed based on a context analysis of Ethiopian agriculture. The roadmap aims to strengthen the role of the Ministry of Agriculture (MoA) in addressing vulnerabilities facing the agriculture sector under changing climatic conditions by institutionalizing climate-smart agriculture. The roadmap is largely informed by the overarching country Climate Resilient Green Economy (CRGE) strategy; review of scientific literature; sectoral documents on Ethiopian agriculture and climate-smart agriculture; and related reports from government, development partners, scientific publications, expert comments on the draft and inputs obtained from several senior experts on two presentations made during climate-smart agriculture platform meetings conducted in May and November 2019.
