The magazine "Civitas et Lex" (p-ISSN 2392-0300; e-ISSN 2449-5522) was established as a quarterly in 2014. It is published by the Publishing House of the University of Warmia and Mazury in Olsztyn under the auspices of the NATO DEEP program and in cooperation with an international research team CEDICLO. During the ten years of publication of "Civitas et Lex", a total of 40 issues of the journal were published (4 issues each year) and 346 texts in five sections (From the Editor – 51, Scientific articles – 241, Glosses – 8, Reports – 6, Reviews – 40).

Ryszard Skawiński is a graduate of Polish philology at the Adam Mickiewicz Universityin Poznań (1979). He started working as a teacher in November 1979. In 1991–1996 he was thedeputy director of the Complex of Vocational Schools No. 1 for them. Jędrzej Śniadecki in Ełk, andin the years 1996–2006 their director. In 2005, at the Educational Research Institute in Warsaw,he obtained his doctorate on the basis of his doctoral dissertation. From June 20, 2001, a certifiedteacher, an expert of the Ministry of National Education in the field of professional promotion andan OKE examiner. He is a board member of the Masurian Scientific Society in Ełk. He conductedclasses at many universities, e.g. Wszechnica Mazurska in Olecko, Faculty of Technical and SocialSciences (formerly Centrum Studiów Bałtyckich) in Ełk of the University of Warmia and Mazuryin Olsztyn (now a branch of UWM in Ełk), the Faculty Department in Ełk of the Universityof Finance and Management in Białystok, at the University of Information Technology andEconomics in Olsztyn, the Branch Department in Ełk at the University of Economy in Bydgoszcz.In the years 1998-2002 he was a councilor of the City of Ełk, and in the years 2006–2009 andfrom 2014 he was a councilor of the Ełk Poviat. During the 2006-2010 term, he was the DeputyStarost of the Ełk County. Author of nearly 200 publications, including 11 books, 35 editors of the"Publisher" magazine and 15 scientific articles. Editor of scientific journals "Studia Ełckie" and"Civitas et Lex". In 2021, he was awarded the honorary title of professor of education.
