Background and Objectives: Under the Paris Agreement, the European Union (EU) sets rules for accounting the greenhouse gas emissions and removals from forest land (FL). According to these rules, the average FL emissions of each member state in 2021–2025 (compliance period 1, CP1) and in 2026–2030 (compliance period 2, CP2) will be compared to a projected forest reference level (FRL). The FRL is estimated by modelling forest development under fixed forest management practices, based on those observed in 2000–2009. In this context, the objective of this study was to estimate the effects of large-scale uptake of alternative forest management models (aFMMs), developed in the ALTERFOR project (Alternative models and robust decision-making for future forest management), on forest harvest and forest carbon sink, considering that the proposed aFMMs are expanded to most of the suitable areas in EU27+UK and Turkey. Methods: We applied the Global Forest Model (G4M) for projecting the harvest and sink with the aFMMs and compared our results to previous FRL projections. The simulations were performed under the condition that the countries should match the harvest levels estimated for their FRLs as closely as possible. A representation of such aFMMs as clearcut, selective logging, shelterwood logging and tree species change was included in G4M. The aFMMs were modeled under four scenarios of spatial allocation and two scenarios of uptake rate. Finally, we compared our results to the business as usual. Results: The introduction of the aFMMs enhanced the forest sink in CP1 and CP2 in all studied regions when compared to the business as usual. Conclusions: Our results suggest that if a balanced mixture of aFMMs is chosen, a similar level of wood harvest can be maintained as in the FRL projection, while at the same time enhancing the forest sink. In particular, a mixture of multifunctional aFMMs, like selective logging and shelterwood, could enhance the carbon sink by up to 21% over the ALTERFOR region while limiting harvest leakages.

Results The simulations of the conceptual scenarios show that differences in the underlying modelling assumptions may have a large impact on the projected FRL. Depending on the assumptions taken, the projected annual carbon sink on managed forest land in the EU varies from −319 MtCO2 to −397 MtCO2 during the first compliance period (2021–2025) and from −296 MtCO2 to −376 MtCO2 during the second compliance period (i.e. 2026–2030). These estimates can be compared with the 2017 national GHG inventories which estimated that the forest carbon sink for managed forest land was −373 MtCO2 in 2015. On an aggregated EU level, the assumptions related to climate change and the allocation of forest management practices have the largest impacts on the FRL estimates. On the other hand, assumptions concerning the starting year of the projection, stratification of managed forest land, and timing of individual management activities are found to have relatively small impacts on the FRL estimates. Conclusions We provide a first assessment of the level of uncertainty associated with the different assumptions discussed in the technical guidance document and the LULUCF regulation, and the impact of these assumptions on the country-specific FRL. The results highlight the importance of transparent documentation by the EU Member States on how their FRL has been calculated, and on the underlying assumptions. Background

Growing international concern and cooperation regarding the climate change problem have increased the need to consider the uncertainty in inventories of GHG emissions. The approaches to address uncertainty discussed in this special issue reflect attempts to improve national inventories, not only for their own sake but also from a wider, system analytic perspective. They seek to strengthen the usefulness of national emission inventories under a compliance and/or global monitoring and reporting framework. The papers in this special issue demonstrate the benefits of including inventory uncertainty in policy analyses. The issues raised by the authors and featured in their papers, along with the role that uncertainty analysis plays in many of their arguments, highlight the challenges and the importance of dealing with uncertainty. While the Intergovernmental Panel on Climate Change (IPCC) clearly stresses the value of conducting uncertainty analyses and offers guidance on executing them, the arguments made here in favor of performing these studies go well beyond any suggestions made by the IPCC to date. Improving and conducting uncertainty analyses are needed to develop a clear understanding and informed policy. Uncertainty matters and is key to many issues related to inventorying and reducing emissions. Considering uncertainty helps to avoid situations that can create a false sense of certainty or lead to invalid views of subsystems. Dealing proactively with uncertainty allows for the generation of useful knowledge that the international community should have to hand while strengthening the 2015 Paris Agreement, which had been agreed at the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC). However, considering uncertainty does not come free. Proper treatment of uncertainty is demanding because it forces us to take the step from "simple to complex" and to grasp a holistic system view. Only, thereafter, can we consider potential simplifications. That is, comprehensive treatment of uncertainty does not necessarily offer quick or easy solutions for policymakers. This special issue brings together 13 papers that resulted from the 2015 (4th) International Workshop on Uncertainty in Atmospheric Emissions, in Cracow, Poland. While they deal with many different aspects of the uncertainty in emission estimates, they are guided by the same principal question: "What GHGs shall be verified at what spatio-temporal scale to support conducive legislation at local and national scales, while ensuring effective governance at the global scale?" This question is at the heart of mitigation and adaptation. It requires an understanding of the entire system of GHG sources and sinks, their spatial characteristics and the temporal scales at which they react and interact, the uncertainty (accuracy and/or precision) with which fluxes can be measured, and last but not least, the consequences that follow from all of the aforementioned aspects, for policy actors to frame compliance and/or global monitoring and reporting agreements. This bigger system context serves as a reference for the papers in the special issue, irrespective of their spatio-temporal focus, and is used as a guide for the reader.

The main elements are a binding 40 % greenhouse gas (GHG) reduction target compared to 1990, a renewable energy share of 27 %, and an energy savings target of at least 27 % by 2030. In this paper, we assess the impact of these targets on the European land use, land use change, and forestry (LULUCF) sector using a Europe focused global land use model linked with a detailed forest management model. We show that implementing a 40 % GHG emission reduction target by 2030 may only have a small negative impact on the domestic LULUCF sink if the additional biomass demand for energy is mostly met through ligno-cellulosic energy crops rather than forest removals. However, if the increased biomass demand were met through higher rates of forest harvest removals, a more negative impact on the LULUCF sink could be expected.

It analyses their historical performance in terms of energy system and greenhouse gas emissions indicators. In cases where policies aim to reduce future emissions, their target performance levels are assessed. The review centres on the sectors of electricity generation, passenger vehicles, freight transport, forestry, industry, buildings, agriculture, and oil and gas production. Most focus countries have implemented successful policies for renewable energy, fuel efficiency, electrification of passenger vehicles, and forestry. For other sectors, information is limited or very heterogeneous (e.g. buildings, appliances, agriculture) or there are few comprehensive policies in place (e.g. industry). The article further presents an explorative emissions scenario developed under the assumption that all countries will replicate both the observed trends in sector-level indicators and the trends that policies for future emissions reductions aspire to achieve. It shows that the global replication of sector progress would reduce greenhouse gas emissions by 2030 by about 20% compared to a current policies scenario. All countries analysed would overachieve the emissions reduction targets in their post-2020 climate targets. However, the resulting reduction in global emissions by 2030 would still not be sufficient to keep the world on track for a global cost-effective pathway that keeps temperature increase below 2°C. The findings of this study emphasise the need for transformative policies to keep the Paris Agreement temperature limit within reach.
