There has been much discussion in the past few years about how social workers in England should respond to cases of child neglect, with calls to take more children into care and speed up the process towards adoption. In this article it is argued that current dominant discourse framed in terms of individual pathology disregards the substantial body of knowledge on the effects of poverty and the complex interrelationships between poverty and neglect; perpetuates the blaming of parents; and ultimately fails to serve the interests and promote the rights of many children and their families. Drawing on the capability approach and the work of Lister, the article concludes with an initial exploration of the development of a more sophisticated and multidimensional analysis of poverty and parenting that incorporates both psychological and social causes in ways that challenge the polarisation of the debate on poverty and neglect.

In this article an autoethnographic approach is used to explore the author's work with families living in poverty who are involved in the child protection and family court systems. The psychological and social impacts of poverty and structural inequalities on families are highlighted through case studies, as is the influence of wider policy and political contexts on social work practice with children and families. The capability approach developed by Amartya Sen is outlined and its relevance to social work practice discussed. The article concludes that the capability approach, particularly when complemented by the work of Nancy Fraser, offers possibilities for the development of critical social work practice with families living in poverty within a human rights and social justice framework.

This paper explores the debates surrounding out-of-home care for children who are unable to live with their birth parents and become looked after by the state in England. The historical context for the provision of out-of-home care is considered. Themes, including the use of residential care, foster care, adoption and placements of children from Black and minority ethnic children, are identified. These themes are re-examined in light of the current political and policy context, including the impact of globalisation. The paper concludes some reflections on future trends.

This article discusses the work of a project bringing together academics, practitioners and family members living in poverty with experience of child protection services, to develop a training programme for social workers on work with families living in poverty. The project involves a series of workshops and in this article the theme of the first workshop – 'poverty and shame' – is explored. The content of the discussions is analysed and implications for the development of critical social work practice considered.

AbstractThis paper reviews 26 reports into deaths and serious abuse of children in families who were subject to the No Recourse to Public Funds (NRPF) rule. Our analysis illustrates vulnerabilities caused by exclusionary policies, exacerbating social deprivation and isolation experienced by the children and families and making it more difficult for professionals to respond in ways which safeguarded children's welfare. Drawing upon a social model for protecting children that requires recognition of the social determinants of harm and the economic, social and cultural barriers faced by families, we examine the experiences of children and families with NRPF who were the subject of a serious case review, and the responses of agencies responsible for safeguarding child welfare. We conclude with recommendations for practices aimed at promoting the rights and well‐being of children and families subject to NRPF rules.

AbstractThis article explores the findings of a study on the role of the social worker in adoption with a focus on ethics, concentrating on the perspectives of adopted people, birth parents, and adoptive parents. Their reflections challenge policy attempts that are framed around "new beginnings" for children. The focus on hope in such policy projects fails to understand that hope inevitably coexists with anger and loss. The concept of ethical trespass, with its recognition of the inevitability of harm, is explored in terms of its possibilities for recognizing the lived realities for multiple stakeholders. The mitigation of ethical trespass requires social work practices that are characterized by humility, honesty, and reflexivity.

AbstractEmpirical research with social workers exploring their understandings and use of codes or ethical theories in practice remain underdeveloped in the UK. This article, based on the British Association of Social Work commissioned Enquiry into the role of the social worker in adoption with a focus on ethics and human rights, provides an important contribution in this context. The Enquiry engaged with a range of stakeholders and explored their perspectives on the adoption process, but the primary focus of this article is on how ethics were understood and discussed by social workers. One hundred and five social workers participated in the Enquiry through questionnaires, interviews and group discussions, and a thematic analysis of their data revealed important findings. For example, the social workers made no explicit reference to codes of ethics or specific ethical theories. However, some of the themes that emerge from the analysis support discussions in what is now a substantial international literature on the importance of recognising 'ethics work' by social workers (Banks, 2016). Weinberg's (2009) explorations of moral distress and ethical trespass are also important and underdeveloped concepts that resonate with themes from the Enquiry and could support more ethically enquiring cultures within organisations and more broadly.

This article explores social work practice with black fathers within the child protection and family court systems through the analysis of case studies involving black fathers whose children 'nearly missed' the chance to live with them. Drawing upon theories of social justice, this article explores the construction of black men as fathers and contextualises the discussion in relation to gender, race, poverty and immigration issues, as well as the current policy and legal context of child protection work in England. The article examines how beliefs and assumptions about black men can influence how they are constructed, and subsequent decision-making processes. The article concludes with some suggestions for critical social work practice within a human rights and social justice framework.

This article explores family members' perspectives on child protection interventions within the current neoliberal and punitive policy and practice contexts. The material is drawn from the 'Giving Poverty a Voice' social worker training project, a collaborative project involving family members and activists from ATD Fourth World (the international anti-poverty organisation), academics in the field of social work and practitioners, including social workers, lawyers and ATD Fourth World team members.

ABSTRACTChildren's services are currently undergoing their biggest changes in a generation. The government is seeking to create a more coherent, seamless configuration of services, with a view to securing improved outcomes for all children. However, there is a current crisis in the recruitment and retention of a range of child welfare professionals, including children's social workers, which must be addressed in order for this ambitious agenda to be achieved. This paper discusses the findings of a series of focus group discussions with social workers undertaking the London Post Qualifying Child Care Award in response to the Children's Workforce Strategyconsultation process. These findings are then analysed within the context of the wider literature on social work practice and workforce development. It is argued that central to the debate on how to sustain a competent and stable social work workforce should be consideration of the consequences of initiatives to audit and assess performance; the promotion of relationship‐based social work; and the wider role of social work in preventative and protective services for children.

AbstractThis article aims to present a Poverty-Aware Paradigm for Child Protection (PAPCP). The increasing scholarly recognition of the damaging impact of poverty, inequality and the neoliberal politics of 'risk' on child protection policy and practice, has highlighted the need for a justice-based and poverty-aware analytical framework for child protection social work. In order to create such a framework, we build upon Krumer-Nevo's Poverty-Aware Paradigm (PAP)—that was first presented in a previous issue of the British Journal of Social Work—and adapt its paradigmatic premises to the context of child protection social work. By addressing ontological, epistemological and axiological questions underpinning the construction of risk and the practices utilised to deal with it, the article provides a clear, practical and applicable link between critical theories and everyday child protection practice. The PAPCP is presented against the background of the risk-focused paradigm currently dominating the child protection systems in both the authors' countries—Israel and England.

AbstractThe family courts in England and Wales are being significantly reformed in line with the coalition government's aim to speed up the process and increase the numbers of children being adopted from care. In September 2013, the Court of Appeal handed down a judgment, Re B‐S (Children) [2013] EWCA Civ 1146, that has wide‐ranging implications for professional practice and decision making in care proceedings. The judgment challenges the policy direction and provides guidance about what is required before courts can make orders separating children from their birth families, particularly in cases of non‐consensual adoption. In this paper, we outline the changes occurring in the family justice system, some key elements of Re B‐S, and examine the challenges for implementing practice consistent with the requirements of Re B‐S. It is argued that the standards set by Re B‐S are unlikely to be fully implemented without much further attention to the complexities posed by the policy and practice context of social work with children and their families involved in care proceedings.
