Indonesia is among the countries in the world that has been building trust of good governance. However, the current situation shows that it is still far from the expectation of good governance. Based on these problems, the research identified various phenomena related to public service in Faculty of Social Sciences by lecturers and students for the dissatisfaction of the services performed by administrative staffs in the Faculty of Social Sciences, ranging from simplicity, clarity, certainty of time, accuracy, security, responsibility, completeness of facilities and infrastructure, ease of access, discipline, courtesy and friendliness, and comfort. The purpose of this study is to find out how is the implementation of Good Governance principles in public service at the Faculty of Social Sciences Makassar State University. Type of research used is descriptive qualitative, by taking seven informants consisting of students, lecturers, staff and faculty leaders. Data collection technique is done by observation, interview by using data analysis starting from data collection, data reduction, data presentation and conclusion. The results showed that the application of the principles of good governance in public services in the Faculty of Social Sciences can be categorized as still not well based from the aspect of accountability, and aspects of the rule of law

This study aims to determine the implementation of the Sikamaseang Integrative Child Social Welfare Center (PKSAI) Program in Gowa Regency in the context of fulfilling the rights and obligations as well as child protection. The implementation of the Sikamaseang PKSAI, which is coordinated by the Gowa Regency Social Service, is aimed at developing and restoring the social functioning of children and their social environment to ensure and protect children and their rights optimally in accordance with Mazmanian & Sabatier theory, namely problem characteristics, policy characteristics, and policy environment. The results of this study indicate that the implementation of the PKSAI Sikamaseang program in Gowa Regency based on the three indicators, there is one indicator that is still not good in its implementation, namely the policy characteristic indicator that the financial resources allocated by the government are considered insufficient when compared to the needs of the PKSAI Sikamaseang program and activities. This is because the available budget is not a budget that is intended directly for the PKSAI program. With this, the PKSAI Sikamaseang program is less than optimal in its implementation.

This study aims to carry out research is to determine the implementation of the legislative duties of DPRD members of Bulukumba Regency for the 2014-2019 period. This type of research is descriptive qualitative. Data collection techniques were carried out by means of observation, interviews and documentation, while the data analysis techniques used consisted of data reduction, data presentation, and drawing conclusions or verification. The results showed that the implementation of the Legislative Duties of the Bulukumba Regency DPRD members for the 2014-2019 period included the ability of the Bulukumba Regency Regional House of Representatives to Complete the Draft of Regional Regulations Every Year Almost in Accordance with the Plan where the Ranperda was proposed based on the needs and conditions of the Bulukumba people or in other words; The ability to discuss Ranperda Ranperda that have been proposed can be completed according to a predetermined schedule as stipulated in the DPRD regulations regarding the working period of the Special Committee in discussing the draft regional regulations at all stages (Proposal, Public Examination, Presentation, Submission through Plenary Meeting, General View, Discussion on the Special Committee Level, Plenary Meeting and Determination) is completed within one year or 12 months; The implementation of the legislative function of the Regional House of Representatives of Bulukumba Regency for the 2014-2019 period is correct according to the applicable rules, from several regional regulations that have been stipulated more than 13 regional regulations which are DPRD initiative regulations, this shows that the legislative function of the Bulukumba Regency DPRD for the 2014-2019 period is still minimal where the target of the Ranperda Initiative has been set for 4-5 Ranperda each year but there are still some that are not on target. However, the DPRD has acted not only in terms of discussion and ratification, but also as the initiator of the draft regional regulation.

The government issued a policy of BOS (School Operational Assistance) aims to maximize the performance of schools to meet all school needs that can support student learning achievement which ultimately results in good and quality educational goals. The purpose of this study was 1) to find out the implementation of the School Operational Assistance (BOS) policy at SMK Negeri 5 Pangkep in Pangkejene and Kepulauan Regency, 2) to determine the level of student achievement in SMK 5 Pangkep in Pangkejene and Kepulauan Regency, 3) to determine the effect of the policy School Operational Assistance (BOS) on the level of student achievement in SMK 5 Pangkep in Pangkejene and Kepulauan Regency. This research uses a quantitative approach, with a population of 305 people and a sample of 62 respondents. Data collection techniques through observation, angekt, interviews and documentation. Data analysis techniques in this study used descriptive analysis and inferential statistical analysis. The results showed that 1) The implementation of BOS policy of the four indicators ranging from communication, resources, disposition, and bureaucratic structure as a whole was considered to be going well which reached a percentage of 77.33 percent, 2) Student achievement in SMK Negeri 5 Pangkep from cognitive, psychomotor, and affective indicators which overall of the three indicators reached report card which is 4 or 82.17 percent considered good. 3) The implementation of BOS policy has a moderate and positive influence on student achievement with an R square (r2) score of 42.10 percent. The influence of the management of BOS funds on student achievement in SMK 5 Pangkep has a positive impact because of the availability of facilities needed by students even though it is not adequate or complete as a whole, but its management has been maximally used in improving student achievement. In addition, with the BOS funds the costs incurred by parents of students are also aided so that there is encouragement so that their children can increase education at school and develop the talents and interests of the students.

Makassar Tidak Rantasa (MTR) Program Evaluation Research in Makassar City aims to determine the consequences of a policy by describing its impact, and to assess the success or failure of a policy based on established standards. Critical and in-depth assessment because public policy is a policy process by the government that has an impact on the wider community. The design of policy evaluation study research uses a qualitative descriptive approach with data collection techniques using interviews and observations. Determination of informants used a purposive technique in a number of policy implementing informants and target communities at the sub-district level in the Makassar City area. Technical data analysis of interactive models from Miless, Hubermann and Saldana. The results showed the success of the program in the MTR Movement in the form of the Lisa movement and Sekolahku movement had gone well even though the Mabasa movement and the Mabelo movement had not gone well. The level of effectiveness of the MTR program seems to be inadequate in terms of program effectiveness, efficiency, and adequacy, compared to aspects of equity, accuracy and responsiveness have been implemented well. The implementation of the Makassar No Rantasa Program was generally carried out well with constraints on the factors of community understanding and infrastructure that were still unfavorable so that the response of a small part of the community was still not good. This study recommends assessments of suitability, testing and evaluating the ongoing MTR policy suitable to be maintained but requires a firm attitude from the city government to enforce the rules on cleanliness and waste management.

Penelitian ini bertujuan untuk mengetahui pengembangan Government To Citizen (G-To-C) dalam peningkatan pemenuhan kabutuhan pelayanan di Kabupaten Gowa. Jenis penelitian ini adalah kualitatif yang bersifat deskriptif dengan teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa ppengembangan Government To Citizen (G-To-C) dalam peningkatan pemenuhan kabutuhan pelayanan di Kabupaten Gowa dilihat dari tiga indikator yaitu: 1) Support (dukungan) hasil yang diperoleh yaitu baik disebabkan pemerintah kabupaten Gowa telah memberikan dukungan berupa membuat kebijakan, mengalokasikan sejumlah sumberdaya, dibangunnya infrastruktur dan superstruktur pendukung serta disosialisasikannya konsep Government To Citizen (G-to-C), 2) Capacity (kemampuan) hasil yang diperoleh yaitu baik disebabkan pada masing-masing OPD pelaksana telah memiliki sumber daya yang memadai, ketersediaan infrastruktur yang memadai, sera memiliki sumber daya manusia yang berkompeten dan ahli dalam bidang teknologi informasi. 3) Value (nilai) hasil yang diperoleh baik disebabkan pemerintah dan masyarakat telah memperoleh manfaat dari pengembangan Government To Citizen (G-to-C). Pemerintah Kabupaten Gowa perlu lebih memanfaatkan kemajuan teknologi informasi saat ini, tidak hanya berfokus pada aplikasi untuk pemerintah Government to Government dan masyarakat (Government to Citizen) tapi juga untuk kalangan pebisnis (Government to Bussiness). Dalam pengembangannya pemerintah perlu melakukan pembaruan Government To Citizen (G-to-C) serta melakukan inovasi pelayanan lainnya.

The pathology of the State Civil Apparatus, in this case is the teachers, if they are allowed to do so, it will create an excessive negative image and stick in the minds of the people. The State Civil Apparatus who postscript are public servants in terms of education seems far from that attitude. The purpose of this study was to determine the implementation of the policy for the development of the State civil apparatus at the 37 State Junior High Schools of Makassar City. This research was conducted by using this type of research using a qualitative descriptive survey with reference to field research data collection, interviews and questionnaires. While this research design is a descriptive research because all the variables to be observed will be described in accordance with the existing phenomena. The results of the research are the results of the research show that the implementation of the Republic of Indonesia Government Regulation No. 53/2010 concerning the Discipline of State Civil Servants at the 37 Makassar State Junior High School has been implemented since the enactment of the Government Regulation, but its implementation has not been maximized. ; Patologi Aparatur Sipil Negara dalam hal ini adalah para guru jika dilakukan pembiaran akan menimbulkan citra negatif yang berlebihan dan melekat dibenak Masyarakat, Aparatur Sipil Negara yang nota bene adalah abdi masyarakat dalam hal pendidikan nampaknya jauh dari sikap itu. Tujuan penelitian ini adalah untuk mengetahui implementasi kebijakan pembinaan aparatur sipil Negara pada Sekolah Menengah pertama Negeri 37 Kota Makassar. Penelitian ini dilakukan dengan penggunaan Jenis penelitian menggunakan Survey Deskriptif Kualitatif dengan mengacu pada pengumpulan data penelitian lapangan, wawancara dan kuesioner. Sedangkan desain penelitian ini termasuk penelitian deskriptif sebab semua variable yang akan diamati akan diskripsikan sesuai dengan fenomena yang ada. Hasil penelitian adalah hasil penelitian menunjukkan bahwa Implementasi Peraturan Pemerintah Republik Indonesia No 53 Tahun 2010 Tentang Disiplin Aparatur Sipil Negara pada Sekolah Menengah Pertama Negeri 37 Makassar sudah sudah diimplementasikan sejak diberlakukannya Peraturan Pemerintah tersebut, namun pengimplementasiannya belum maksimal.

Innovation management of educational institutions as agents of change and development of entrepreneurial competencies is a focus of attention entering the volatility, uncertainty, complexity and ambiguity (VUCA) era in Indonesia because higher education is recognized as a locus for the development of innovation, science, technology, and art. The purpose of this article is to understand the role of educational institutions, especially Muhammadiyah University (UNISMUH) in Makassar, in managing innovation and developing entrepreneurship competencies as agents of change. The descriptive-qualitative research method with a phenomenological approach is applied in collecting data to be processed and analyzed using an interactive model. The results of the study found that creativity, basic values, and strategic value orientations of innovation and entrepreneurial competency development based on Muhammadiyah higher education institutions (HEIs) in Makassar through a knowledge management approach (KMA) have raised the image of HEI as agents of change and innovation in the local government context. The application of KMA through the process of knowledge creation in educational innovation and entrepreneurship programs is an integral part of the Independent Learning Independent Campus (Merdeka Belajar Kampus Merdeka — MBKM) program which is encouraged nationally.

Every public service must have service standards and be published as a guarantee of certainty for service recipients. That way through good service, customers will feel valued and do not feel neglected and finally customers as recipients of services offered by government-owned agencies will feel satisfied. This study aims to determine how the influence of the service quality of the old-age insurance program on the satisfaction of the participants of the Social Security Administration for Employment at the Makassar Branch Office. This study uses a quantitative approach with descriptive research type. Data collection techniques are carried out through observation and questionnaires/ questionnaires. The population in this study was 216,014 people by taking 10% of the sample as many as 100 people using the incidental sampling technique. The analytical method used is descriptive statistical analysis and inferential analysis. The results showed that the indicators used in each variable indicated that the quality of BPJS Ketenagakerjaan services at the Makassar Branch Office was in the very good. And for the satisfaction of BPJS Ketenagakerjaan participants, the Makassar branch office is in the high. Meanwhile, based on the correlation test, that there is a strong / high correlation between the two variables. Soit can be concluded that there is a significant influence between the service quality of the old age insurance program on the satisfaction of participants in Badan Penyelenggara Jaminan Sosial (BPJS) Ketenagakerjaan Branch Office of Makassar.

This research is a qualitative descriptive study. The purpose of this research is to find out how the promotion strategy for non-wage recipients becomes a participant of the Labors' Health Insurance Administering Agency (BPJS Ketenagakerjaan) of Makassar branch, as well as what are the supporting and inhibiting factors for the promotion strategy of non-wage recipients who become the participants of BPJS Ketenagakerjaan of Makassar branch. The informants in this study were the Head of Marketing for Non-Wage Recipients, Marketing Associates for Non-Wage Recipient Participants, and Non-Wage Recipient Workers. The data was collected through observation, interviews, and documentation. Data analysis techniques is using data reduction techniques (data reduction), data display (data presentation), and conclusions drawing / verification. The results showed that BPJS Ketenagakerjaan of Makassar branch only used four of five forms of promotional strategies, namely advertising, sales promotion, public relations, and personal selling. The supporting factors in the promotion strategy for non-Wage recipients to become the participants of the BPJS Ketenagakerjaan of Makassar Branch are doing cooperation with stakeholders and protection agents as well as support from government agencies. Meanwhile, the inhibiting factors are the lack of public awareness and understanding of the importance of the benefits of the BPJS Ketenagakerjaan as well as the relatively low level of education of non-wage recipients. By improving the promotion strategy it is very important to increase public understanding on the importance of the Labors' Health Insurance Admnistering Agency Program for socio-economic protection, especially for non-wage recipients.
