Detection of quarry and mine blast contamination in European regional catalogues
The presence of quarry and mine blasts in seismic catalogues is detected using the Wiemer and Baer (Bull Seism Soc Am 90(2):525–530, 2000) algorithm. The procedure is based on the observation that quarry blasts generally take place during daytime hours: the areas with a high ratio of daytime and night-time events are likely to be regions with quarry activity. In the first part of this work we have tested the method, using both a synthetic and a regional catalogue; in the second part the procedure has been applied to some of the European regional catalogues available on line. The comparison between the results obtained and the location of known quarries and mines for the analysed catalogues confirms the reliability of the methodology in identifying mining areas. ; This research was partially supported by the transnational access activity of the European Union project NERIES (contract number 026130) ; Published ; 229–249 ; 4IT. Liberal Democracy in Transitional Azerbaijan: Challenges and Prospects
The status of liberal democracy in post-Soviet Azerbaijan is studied. It is contended that the process of nation building in transitional Azerbaijan is a particularly formidable task since the nation has never experienced democratization. The role of political elites in developing democracies is examined to better understand the conflict between old party elites & new political elites in present-day Azerbaijan. It is subsequently claimed that several additional difficulties have problematized the realization of liberal democracy in Azerbaijan, eg, the strong presence of traditional Muslim values & the absence of certain civil & political rights. It is concluded that contemporary Azerbaijani society is not prepared to accept Western-oriented democratic reforms; moreover, it is suggested that future political efforts focus on nation-building processes & democratization. 26 References. Laissez-faire and the child
This item has been retyped from the original and pagination will differ from the original. ; THE doctrine of laissez-faire still plays an important part of our daily life; several spheres showing that we still believe in the individual assertion of rights as against the arbitration between individuals through state action. That the doctrine of laissez-faire, however, does not conduce to the well-being of the individual or of the body politic generally, has been established in several states, amongst which Great Britain and the U.S.A.-countries whose tendencies appear to be diametrically opposed to any unwarranted, arbitrary infringement of individual rights; to such an extent, that Professor D.L. Keir (l) feels justified in asserting that ''the exponents of laissez-faire are in disorderly if stubborn retreat upon no immediate visible defensive positions." ; N/A
