Résumé Sur le mode du pro et contra, le texte retrace le débat sur les procédures électorales qui eut lieu dans le Grand Conseil florentin à la fin du 15e siècle. Il opposa les partisans de l'élection au suffrage majoritaire uninominal (procédure dite « du plus grand nombre des fèves ») à ceux qui entendaient procéder par tirage au sort (tratta) parmi les conseillers dont la compétence avait été préalablement reconnue au moyen d'un scrutin. Placés devant cette alternative, les florentins redécouvrirent le caractère aristocratique de l'élection et démocratique du tirage au sort. Le texte offre l'une des premières théorisations modernes du gouvernement représentatif en même temps qu'il présente une critique de l'élection qui préfigure par bien des aspects les arguments sociologiques et philosophiques contemporains.

In the mode of pro and contra, Francesco Guicciardini's text retraces the debate on the electoral procedures that were employed in the Grand Council of Florence in the late 15th century. He opposed the supporters of the electoral system of majority suffrage (known as "the largest number of beans") in favor of those who proposed to proceed by lot (tratta) among the counselors whose competence had been previously recognized by ballot. Faced with this alternative, the Florentines rediscovered the aristocratic and democratic nature of election by lot. The text offers one of the first modern theories of representative government, while presenting a critique of the electoral process in a manner that anticipates contemporary philosophical and sociological debates. This is the first translation into English of Guicciardini's Dialogue on the Government of Florence. Written in the early 1520s by the author of the famous History of Italy, as well as a History of Florence and Political Maxims and Reflections, this dialogue presents what is arguably the most searching and comprehensive analysis of the politics of his times. Like Machiavelli, his contemporary and friend, Guicciardini rejects classical republican arguments in the name of the new political realism and acknowledges the important role of patronage and graft in contemporary politics and the illegitimacy of nearly all forms of political power. In this Dialogue he provides one of the clearest expositions of the term 'reason of state', which he was one of the first to employ and which he uses to justify the priority of state interest over private morality and religion.
