The Panel on Plant Health performed a pest categorisation of Circulifer tenellus (Ct) and C. haematoceps (Ch) (Hemiptera, Cicadellidae) for the European Union (EU) territory. They are well‐defined insect species that can be identified on the basis of external morphology and male genitalia. Ch and Ct are considered to originate from the Old World; Ct is also present in North America and the Caribbean. In the EU, Ch is reported in 11 Member States, mostly in southern or central Europe, and Ct is reported in Spain, France, Italy and Greece. Neither species is harmful by itself, but they are vectors of Spiroplasma citri, the causal agent of, for example, citrus stubborn disease. The major impact of Ct in North America results from the transmission of Beet curly top virus to sugarbeet. Ct also transmits 'Candidatus Phytoplasma trifolii' and Ch transmits 'Ca P. asteris'. There is no transovarial transmission of the pathogens. Ch and Ct are regulated harmful organisms in the EU and listed in Annex II, Part A, Section II, of Council Directive 2000/29/EC together with Spiroplasma citri and with respect to plants of Citrus Fortunella Poncirus and their hybrids, other than fruit and seeds, despite the fact that Ct and Ch have a larger host range. Ch and Ct are likely to be disseminated by plants for planting (the eggs are laid into the leaf veins and petioles), they have also been observed to hitch‐hike on terrestrial vehicles, and Ct is known for its very high flight capacity. Both species have many hosts, in particular in the Chenopodiaceae, Brassicaceae and Asteraceae. Ecological conditions in the risk assessment area are suitable for the establishment and spread of S. citri, at least where citrus is currently grown.

The Panel on Plant Health performed a pest categorisation of Elm phloem necrosis mycoplasma, now renamed Candidatus Phytoplasma ulmi (CPu), for the European Union (EU) territory. CPu is a well-defined phytoplasma species of the genus Candidatus Phytoplasma, for which molecular detection assays are available. CPu is transmitted by grafting and vegetative propagation material as well as by insect vectors. CPu is reported from North America and is present in at least four EU Member States: the Czech Republic, France, Germany and Italy. CPu distribution in Europe is suspected to be underestimated, with high uncertainty since no systematic surveys are carried out. CPu has a host range restricted to Ulmaceae species, and especially to the genus Ulmus, with some variations in susceptibility to the disease. It is listed in Annex IAI of Directive 2000/29/EC. CPu is not expected to be affected by EU ecoclimatic conditions wherever its hosts are present and has the potential to establish largely within the EU territory. Two insect vectors, Macropsis glandacea and Philaenus spumarius, are widely distributed in Europe. The uncertainty about other potential vector species, in which the phytoplasma has been detected, is considered as high. There is a lack of data to fully assess the potential consequences of the disease, with regards to the susceptibility of European elm species and virulence of European CPu strains. Data are not sufficient to reach a conclusion on pest categorisation of CPu and a full risk assessment can be conducted but is unlikely to bring any additional value unless the key additional data gaps on distribution, insect vectors, elm species susceptibility and potential consequences of the pest are filled.

The Panel on Plant Health performed a pest categorisation of the South African citrus thrips, Scirtothrips aurantii Faure (Thysanoptera: Thripidae), for the European Union (EU). This is a well‐defined and distinguishable species, recognised as a pest of citrus and mangoes in South Africa, which has been cited on more than 70 different plants, including woody and herbaceous species. It feeds exclusively on young actively growing foliage and fruit. S. aurantii is not known to occur in the EU and is listed in Annex IIAI of 2000/29/EC as a harmful organism presenting a risk to EU plant health. The international trade of hosts as either plants for planting or cut flowers provide potential pathways into the EU. However, current EU legislation prohibits the import of citrus plants. Furthermore, measures aimed at the import of plants for planting in a dormant stage (no young foliage or fruits present) with no soil/growing medium attached, decreases the likelihood of the pest entry with such plants. Interceptions have occurred on Eustoma grandiflorum cut flowers. Considering climatic similarities between some of the countries where S. aurantii occurs (South Africa, Australia) and the EU, its thermal biology and host distribution in the EU, S. aurantii has the potential to establish, especially in citrus‐growing regions of the EU. S. aurantii would most probably breed all year long around the Mediterranean and could cause crop losses in citrus, especially oranges. Phytosanitary measures are available to inhibit the introduction of S. aurantii. Considering the criteria within the remit of EFSA to assess its status as a potential Union quarantine pest (QP) or as a potential regulated non‐quarantine pest (RNQP), S. aurantii meets with no uncertainties the criteria assessed by EFSA for consideration as a potential Union QP.

Coconut cadang-cadang viroid (CCCVd) is a well-known viroid for which efficient molecular detection assays are available. It is transmitted by vegetative multiplication of infected hosts, by seed and pollen and, possibly, by the action of unknown vector(s). CCCVd is reported from a few countries in Asia and is not known to occur in the EU. It therefore does not meet one of the criteria for being a Union regulated non-quarantine pest. The host range of CCCVd is restricted to Arecaceae species (palms), in particular coconut and it is listed on all known hosts in Annex IIAI of Directive 2000/29/EC. CCCVd is expected to be able to enter in the EU and to be able to establish in the open in the southernmost regions of the EU and elsewhere under protected cultivation. It has the potential to subsequently spread via plants for planting and possibly other mechanisms. CCCVd is able to cause severe symptoms in some Arecaceae species while others seem less affected. The potential impact of CCCVd if introduced in the EU is very difficult to assess. Given that the spread potential is, as for other viroids, likely to be limited, the potential impact is estimated to be limited in extent but this judgement is affected by large uncertainties. Overall, CCCVd meets all the criteria evaluated by EFSA to qualify as Union quarantine pest. The main knowledge gaps concern (1) the relationships between CCCVd-related RNAs and CCCVd, (2) the origin and volume of the trade in palm seeds and plants for planting imported in the EU (3) the efficiency of natural spread under EU conditions and (4) host status and susceptibility of many palm species grown in the EU.

The European Commission requested EFSA to conduct a pest categorisation ofSpodoptera frugiperda(Lepidoptera: Noctuidae) a pest with hosts in 27 plant families. Favoured hosts include maize, rice andsorghum (Poaceae). Hosts also include crops within the Brassicaceae, Cucurbitaceae, Solanaceae,Rutaceae and other families.S. frugiperdais a taxonomic entity with reliable methods for identification.It is regulated in the EU as a harmful organism whose introduction into the EU is banned. It is native totropical and subtropical regions of the Americas and migrates to temperate regions in North and SouthAmerica during the summer. Establishment in temperate areas is prevented by its inability to overwinter.S. frugiperdahas been intercepted on plant produce entering the EU. Phytosanitary measures areavailable to impede entry via traded commodities. In 2016,S. frugiperdawas reported damaging maizein Africa. Subsequent reports indicate that it continues to spread severely damaging maize and othercrops. IfS. frugiperdaspreads into north Africa, the likelihood of adults migrating into the temperate EUincreases. Within the scope and level of analysis appropriate for pest categorisation, the EFSA PlantHealth Panel concludes thatS. frugiperdacould establish in a small area of the southern EU from where itis likely to enter more northern regions forming transient summer populations, particularly in maizegrowing regions where impacts on yield could occur. However, uncertainties regarding establishmentremain. Considering the criteria within the remit of EFSA to assess as regards status as a potential Unionquarantine pest (QP) or as a potential regulated non-quarantine pest (RNQP),S. frugiperdasatisfies thecriteria to be regarded a Union QP but does not meet the criteria of (i) occurring in the EU territory, and(ii) plants for planting being the principal means of spread, criteria required for RNQP status.

LCP is now known to be in fact two distinct, well characterised viruses, Little cherry virus 1 (LChV1) and Little cherry virus 2 (LChV2) collectively referred to here as LChV. Efficient molecular detection assays are available for both viruses but not to discriminate EU and non‐EU isolates. LChV are transmitted by vegetative multiplication of infected hosts and, for LChV2, by mealybug vectors. LChV are reported from a range of countries, both outside and within the EU. Non‐EU isolates are not known to occur in the EU and therefore do not meet one of the criteria for being a Union regulated non‐quarantine pest. The host ranges of LChV are restricted to Prunus species, in particular cultivated and ornamental cherries. LChV non‐EU isolates are listed for some, but not all hosts, in Annex IIAI of Directive 2000/29/EC. LChV isolates are expected to be able to enter and establish in the EU. They have the potential to subsequently spread through plants for planting and, for LChV2, through the action of the Phenacoccus aceris vector, which is present in many EU MS. LChV are able to cause severe symptoms in some cherry varieties while others are less affected. Overall, non‐EU LChV isolates meet all the criteria evaluated by EFSA to qualify as Union quarantine pests. However, given the currently limited impact of EU LChV isolates, the impact of non‐EU isolates, if introduced, could be similarly limited. The main knowledge gaps and uncertainties concern (1) whether EU and non‐EU isolates of LChV might differ in their biology, epidemiology or symptomatology, (2) efficiency of natural spread by vectors under EU conditions and (3) extent of symptoms caused on many EU‐grown varieties.

The EFSA Panel on Plant Health performed a pest categorisation of non‐EU isolates of Beet curly top virus (BCTV) for the European Union territory. The virus causes severe diseases in beet, tomatoes and pepper crops, occurs predominantly in warm and dry zones and is reported from many countries outside the EU in particular from western USA and Mexico. New data from complete virus genomes make BCTV a well characterised virus species of which currently 11 strains are known and for which diagnostic methods are available. BCTV has a very broad host range of more than 300 species some of which may remain symptomless. Aside from vegetative propagation of infected plants, the only mode of BCTV transmission and spread is by the leafhopper Circulifer tenellus which efficiently transmits the virus in a persistent mode and which is present in several southern EU Member States. No current reports of BCTV presence in the EU exist and because of doubts about the accuracy of older reports, BCTV likely is absent from the EU territory. BCTV can enter into the EU with viruliferous insects and with imports of plants not subject to specific EU regulation. Because both the virus and its vector have a wide host range, BCTV is expected to establish and spread in the Member States where its vector is present and to cause severe diseases in sugar beet and tomato as well as in other crops. Overall, BCTV non‐EU isolates meet all the criteria evaluated by EFSA to qualify as a Union quarantine pest and do not meet the criterion of presence in the EU to qualify as a Union regulated non‐quarantine pest (RNQP). The main uncertainties concern (1) the presence of BCTV in the EU, (2) the distribution of C. tenellus and (3) the main commodities for virus entry.

Following a request from the European Commission, the EFSA Panel on Plant Health (PLH) was asked to assess two publications, authored by Magarey et al. and Martınez-Minaya et al. from 2015, with regard to a need to update the EFSA Scientific Opinion from 2014 on the risk of Phyllosticta citricarpa (Guignardia citricarpa) for the EU territory. The EFSA PLH Panel was also requested to assess any other relevant scientific information published after the finalisation of the EFSA Scientific Opinion. The fungus P. citricarpa (McAlpine) Van der Aa causes the citrus disease citrus black spot (CBS), and is regulated as quarantine organism in Council Directive 2000/29/EC. The Panel assessed the two publications in detail as well as all relevant publications published until 31 March 2016. A comparison with the EFSA PLH Panel (2014) was made, survey data on CBS from South Africa used in Magarey et al. (2015) were evaluated, and the citrus production areas in the EU were characterised and compared with results from Magarey et al. (2015). Uncertainty and model sensitivity were discussed. It was concluded that the evidence presented in Magarey et al. from 2015 does not require an updating of EFSA PLH Panel (2014). The conclusion in the Opinion that probability of CBS establishment in the EU is moderately likely is not affected by the paper by Magarey et al. (2015) predicting establishment in some of the EU locations they selected. The high level of uncertainty regarding the probability of establishment is also unchanged by Magarey et al. (2015). The Panel concluded that Martınez-Minaya et al. (2015) does not provide new evidence requiring an update to EFSA PLH Panel (2014), principally because it had already been concluded that global climate zones are based on factors and thresholds that are broad and not necessarily representative of those that are critical for the pathogen and its host.

The EFSA Panel on Plant Health performed a pest categorisation of Phenacoccus solenopsis (Hemiptera: Pseudococcidae) for the European Union (EU) territory. This species is not included in EU Commission Implementing Regulation 2019/2072. P. solenopsis is native to North America and has spread to all continents except Antarctica. It has recently been reported from Cyprus, Greece and Italy. This mealybug is a polyphagous pest, feeding on about 300 plant species. It usually feeds on aerial plant parts, especially new growth, but also occurs on roots, and is often associated with ants. It is an economically important pest of ornamentals, such as hibiscus and lantana, glasshouse vegetable crops, mainly bell pepper, tomato and eggplant, and field crops, such as cotton. Large populations cause die‐back and reduction in yield. Adult and immature P. solenopsis could enter the EU with imported fresh fruit, vegetables and cut flowers, although the main pathway of introduction is likely to be plants for planting. Host availability and climate suitability indicate that most of the EU would be suitable for establishment. The main natural dispersal stage is the first instar, which crawls over the plant or may be dispersed further by wind and animals. All stages may be transported over longer distances in trade. Phytosanitary measures are available and should prevent further introductions and slow the spread within the EU. P. solenopsis is under official control in Cyprus and has recently been reported in Greece and Italy. Assuming that these reports reflect a limited distribution, and P. solenopsis shortly comes under official control, it would satisfy all the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

The Panel on Plant Health performed a pest categorisation of non-EU Scolytinae (Coleoptera: Curculionidae) of coniferous hosts (hereafter NESC). NESC occur worldwide, and some species are important forest pests. Species can be identified using taxonomic keys and molecular methods. Most NESC species (bark beetles) live in the inner bark of their hosts (phloem and cambium), while the remaining species mostly colonise the sapwood (ambrosia beetles). Bark- and ambrosia beetles are often associated with symbiotic fungi, which behave as pathogens towards the host trees, or are used as food by ambrosia beetle larvae. The larvae live in individual tunnels or in communal chambers. Pupation occurs in the wood or in the bark. Some species are semi- or multivoltine, others are monovoltine. Some species attack and kill living, apparently healthy trees. Other species specialise in weakened, dying or dead trees. The pathways for entry are cut branches, cones, round wood with or without bark, sawn wood with or without bark, wood packaging material, bark, manufactured wood items and wood chips and plants for planting (including seeds) of conifers. Availability of host plants and suitable climate would allow the establishment in the EU of NESC. Measures are in place to prevent their introduction through the pathways described above. NESC satisfy all the criteria to be considered as Union quarantine pests. As NESC are not present in the EU and plants for planting are not their major pathway for spread, they do not meet the criteria to be considered as regulated non-quarantine pests. Following a request from the European Commission, the EFSA Panel on Plant Health prepared a list of non-EU Scolytinae spp. (Coleoptera: Curculionidae) affecting coniferous hosts. A literature review and search of databases, conducted up to January 2019, identified 804 Scolytinae species and subspecies of coniferous hosts. These Scolytinae were assigned to two categories (a) 705 non-EU species and subspecies, known to occur only outside the EU or having only limited presence in the EU, and (b) 99 species and subspecies with substantial presence in the EU (i.e. they are only reported so far from the EU or known to occur or be widespread in some Member States or reported in more than three EU MS). Scolytinae of category (b) will be excluded from further categorisation efforts. The main knowledge gaps and uncertainties of this listing concern (i) the status of species that are present in only a few MS and (ii) the status of the species that are present only at boundaries of the EU territory.
